Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W912HZ-09-T-0010 is being issued as a Request for Quotation (RFQ) with the intent to award one (1) to three (3) Blanket Purchase Agreements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. All applicable wage rates will apply in accordance with Wage Determination 95-0222(Rev26). THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND ISSUED UNDER NAICS CODE 541922 (SIC 7335) WITH A SIZE STANDARD of $7,000,000.00, for one(1) to three (3) Blanket Purchase Agreements (BPA) NTE $125,000.00 or five 5)years, whichever comes first. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The Government is obligated only to the extent of authorized calls actually placed against the Blanket Purchase Agreement (BPA). No cost information is being requested at this time. Calls will be competed among BPA holders to determine price reasonableness. The USACE, Engineering Research & Development Center (ERDC), has a need for the following: STATEMENT OF WORK: Color Vertical Aerial Photographs along the Coast of Texas New color aerial photography of Texas coastal sites shall be acquired when and if requested by the Contracting Officer, U.S. Army Engineer Research and Development Center, located in Vicksburg, Mississippi. The images are for the sole use of the U.S. Government in its studies and publications (not for commercial use). An individual flight mission will typically cover one or two neighboring coastal inlet or river mouths and jetties along the Texas coast. Often a low altitude (approximately 1 inch = 1,500 ft) and a higher altitude (approximately 1 inch = 3,000 ft) photograph will be taken for the same location on the same mission. The camera employed shall be large format color digital with nominal 600 to 1,200 dots per inch (DPI) and greater than 36 Megapixel. Images shall be rectified and geo-referenced. Typically, the horizontal coordinate system (map projection) is Universal Transverse Mercator. Through comparison with State of Texas or other Digital Ortho Quarter Quads, rectification shall be about 2.5-m accuracy at the center of the image. The color image shall be supplied digitally on a CD in TIFF file format, together with a World TIFF (TFW) metadata file. Digital images are expected to exceed 100 MB size. Metadata shall be provided on the approximate scale, date, and time of flight. Coverage of new images shall be compatible with images displayed on this web site, unless otherwise discussed with the POC. Typically, receipt of a CD containing image, world files, and metadata is expected approximately 2 weeks after notification to proceed. Requested aerial photography shall be flown as local weather conditions permit or according to other instructions for the first available weather window at the target site. Reflection of sunlight from the water can obscure coastal features of interest; therefore, aerial photographs shall be taken within two hours before and two hours after maximum sun angle, when the sun angle is not less than 30 deg above the horizon. Photography shall not be obtained if the ground and adjacent water are obscured by cloud cover, haze, fog, or dust. Images shall not contain obscuring shadows caused by relief or low solar altitude. Each BPA Call will define the services required, location, timeframe, and funding information. Individual quotes shall include all costs associated with the specified requirement, e.g. flying time, processing, and shipping cost. Price reasonableness will be determined by competing BPA calls among BPA holders. Prospective contractors shall submit the following information with their quote: 1. Type of camera to be used. Camera must meet or exceed the requirements specified in the Statement of Work. 2. Ability to respond to request for services at any location covered by the statement of work in a timely manner. 3. Experience in providing the scope of services specified in the Statement of Work. The following factors will be considered: All factors are of equal importance. Price reasonableness will be determined by competing BPA calls among BPA holders. 1. Past performance evaluations of same/similar services (performed within the past 3 years) 2. Type of camera equipment to be used. Camera must meet or exceed the requirements specified in the Statement of Work. 3. Ability to respond to request for services at any location covered by the statement of work in a timely manner. 4. Experience in providing the scope of services specified in the Statement of Work. The attached Past Performance Questionnaire (PPQ) should be provided to those whom you wish to provide a Past Performance reference. A minimum of three (3) past performance references are requested.
