- The Deputy Under Secretary of the Army (DUSA) requires non-personal services contractor advisory and assistance services to develop an accessions strategy in accordance with Army regulatory and policy directives within the human resource strategy framework. The DUSA seeks expertise to assist in preparing and formulating the work necessary to create an Accessions Strategy. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that the Contracting Center of Excellence (CCE), Alexandria, Virginia will issue regarding this procurement; proposals are being requested and a written solicitation will not be issued. The solicitation number W91WAW-09-R-0021 shall be used on all proposals submitted. This solicitation is being issued as a Request for Proposal (RFP) and is being solicited on an unrestricted basis. The associated NAICS code is 541612 and the business size standard is $7M. The contract will be Firm Fixed Price, with submission of all deliverables within six (6) months from date of award. Federal Acquisition Regulation and Department of the Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses cited in this solicitation may be accessed through the internet at http://www.arnet.gov/far/ (FAC 2005-30). Offerors are directed to the solicitation provision at FAR 52.212-1, Instructions to OfferorsCommercial Items (JAN 2004), which applies to this acquisition and is hereby incorporated by reference. All offerors are required to submit representations and certifications electronically via the Business Partner Network (BPN), at https://www.orca.bpn.gov which shall be valid at time of proposal and award. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation and whose proposal is the Best Value for the Government with consideration given to the relevant order of evaluation criteria. The following Clauses are incorporated by reference: 52.212-4 (FAC 2005-30), Contract Terms and ConditionsCommercial Items (OCT 2003); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (Apr 2004).
