- The U.S. Army Corps of Engineers, Seattle District (hereinafter referred to as the Corps) intends to negotiate on a sole source basis a Modification to Contract No. W912DW-05-C-0016 with Traylor Bros., Inc. to construct a surface seal on the spillway monolith joint in the below normal tailwater section at Chief Joseph Dam (CJD) as described herein. Chief Joseph Dam is located on the Columbia River near Bridgeport, Washington. The 170-ft head dam consists of a 27-unit powerhouse and 19-bay spillway. The dam is in the process of replacing the spillway monolith joint seal system consisting of a surface elastomeric and underlying injection grout seal from the spillway tainter gate sill beam to the top of the newly constructed spillway deflectors. The underlying injection grout seal has now been completed in all monolith joints. However, because the surface seal material must be applied and allowed to cure in the dry for a minimum of 3 days and the top of the spillway deflectors are normally submerged under 8-feet of normal high tailwater, the construction of the surface seal requires a cofferdam to allow the area to be dewatered for the necessary construction and cure time. The scope of this sources sought work is construction of the surface seal from El. 779 feet (the top of the deflector) to where the CJD Dam Project personnel completed the upper surface seal (approximately El. 795 ft) on all 19 spillway monolith joints. Normal high tailwater at CJD is approximately El. 787 ft. This work is a high priority dam safety issue and must be constructed this year subject to the limitations described in the Requirements Section below. The in-water work window for this work is July 1, 2009 to September 30, 2009 due to CJDs spill season and temperature requirements of the surface seal material. (The surface seal must be applied and cured in temperatures above 40 degrees Fahrenheit.) The contractor must be able to develop approvable QC, SSH and Dive safety plans, design and construct a coffer dam and complete the joint seals with in the time constraints listed above. Work must be conducted with the following limitations: 1) In-water construction is generally limited to 6-days per week (Mon-Sat), 12-hour work days to allow the river to be regulated in off-work hours. 2) The work requires a marine plant because construction from the spillway deck is prohibited due to loading requirements.
