Description
The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source purchase order to MATSYS Corporation. The procurement consists of Reactive Materials Projectile Development and Specimen. NSWC-IHD has a requirement for reactive candidate projectiles of specific composition, density, and construction method. The compositions are A1 powder (H2 - Valimet or similar) and tungsten (W)/zinc (Zn)/zirconium (Zr) materials of varying concentrations of W, Zn, and Zr and varying particle sizes of the metals. The density of the material should vary between 88 and 96% of TMD but constrained to an overall projectile density greater than 7.0 g/cc and be reasonably close to the densities of all other W/Zn/Zr materials. The projectiles are to be formed by cold isostatic pressing unless impossible to achieve desired consolidation density in which case hot isostatic pressing (WIP) or warm isostic pressing may be used. In the HIP and WIP cases, steps should be taken to mitigate any intermetallic or oxidative reaction process during construction. The projectiles are to spherical in shape and constrained to 300 gr in mass. The applicable (NIACS) code is 541712. The FSC code is AD92. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
