- AGENCY:National Highway Traffic Safety Administration (NHTSA), U.S. Department of Transportation (DOT), Safety Countermeasures Division (SCD). ACTION:Announcement of a request for application to promote and coordinate new medical review guidelines for driver licensing. This will include providing technical assistance to no fewer than ten States, promoting the guidelines at no fewer than three conferences, seeking opportunities for promoting the guidelines in additional States, and reporting the adoption of the guidelines to the Government. SUMMARY: Previously, NHTSA partnered with the American Association of Motor Vehicle Administrators (AAMVA) to develop guidelines for driver licensing authorities (DMVs) medical review sections. The guidelines provide a scientific basis for establishing restrictions for drivers who have impairments of physical function and vision, and neurological disorders that may cause impairments to safe driving. This partnership with AAMVA was for the purpose of developing the guidelines. It is now time to promote their adoption by State DMVs. Driver licensing is a State function and decisions about establishing licensing policies are done at the State level. By providing these guidelines to States and promoting their adoption by DMVs, NHTSA aims to improve traffic safety, to provide support for DMVs in changing policies, and to limit the burden on medically-impaired drivers to what is necessary to ensure public safety. This contract will provide technical assistance to States, and specifically State DMVs, to help them adopt the guidelines. Promote and Coordinate Medical Review Guidelines As part of SAFETEA-LU, Section 2017 (a), Congress directed NHTSA to enhance the scientific basis for making driver licensing decisions. Driver licensing authorities (DMVs) across the country do not necessarily have a scientific basis for making licensing decisions regarding drivers who have medical conditions. For example, each State has its own vision standard that addresses acuity, peripheral vision, and how vision is tested. The resulting patchwork means that a driver who is presumed safe in one state can be designated unsafe in another on the basis of a vision test. To address this issue, NHTSA and the American Association of Motor Vehicle Administrators (AAMVA) developed a set of policy guidelines for DMV medical review. The guidelines (draft expected in 07/09) address vision, neurological disorders, and physical function. However, the current project has focused solely on guideline development, not on promotion. It is important that States adopt the new guidelines in their driver licensing practices and bring driver license practices to a scientifically-based approach. NHTSA expects that there will be some States that will be “early-adopters” of the new guidelines, and that other States will be less engaged in making changes to their medical review practices. Reasons for those States that are less engaged might include fear of additional costs, lack of political permission, or lack of expertise in implementing new guidelines. The purpose of this procurement is to help the early-adopters change their practices in accordance with the new guidelines and use their experiences to encourage other States to follow their lead. This project is also designed to help establish political permission in less active States, and to provide technical assistance to a number of States in preparation for adopting the scientifically-based guidelines. Objective: Encourage adoption of guidelines as licensing policy in all States, with technical assistance provided to the ten most promising States. General Approach: the contractor shall provide structured marketing of newly-released medical review guidelines through newsletters, e-mail blasts, AAMVA conferences, and trade magazines. Further, the contractor shall identify the 10 states that are most likely to adopt some or all of the guidelines as licensing policy and provide technical support to those States in their efforts to adopt the guidelines. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
