- Pre-Solicitation Synopsis forLaboratory Services For NASA Stennis Space CenterNASA/SSC is hereby soliciting information about potential sources for engineering andscientific services, and specialized technical operations to support the following NASAprograms; Stennis resident agencies; commercial tenants, and other organizations whichNASA supports under formal agreements.The anticipated performance period is expected tobe 5 years after contract award.Stennis Space Center seeks information to determine if capabilities exist to set thisprocurement aside for 8(a) firms located in Region 4, Mississippi, Alabama, Georgia,Florida, South Carolina, North Carolina, Tennessee, and Kentucky. However, smallbusinesses which are not 8(a) are encouraged to respond, in the event an inadequatenumber of interested, eligible 8(a) firms are identified. The NAICS code for this workis 541380 (Testing Laboratories) and the size standard is $12 million.This synopsis should not be construed as a formal request for proposals but, rather apre-solicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASAto form a binding contract. This synopsis is not to be construed as a commitment by theGovernment, nor will the Government pay for the information solicitedSpecific requirements are projected in the following areas, Contract Management andLaboratory Services. A draft copy of the Performance Work Statement (PWS) is attachedfor a more detailed review of the work. No solicitation exists; therefore, do notrequest a copy of the solicitation. If a solicitation is released it will be synopsizedin FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potentialofferors responsibility to monitor the sites for the release of any additionalinformation pertaining to this synopsis or any resulting solicitation.Potential offerors are asked to complete and submit the statement of capabilitiesworksheet attached to this announcement, electronically, by e-mailing the completedspreadsheet to Marvin.L.Horne@nasa.gov by 3:00pm Central Time, on February 25, 2009.Comments or suggestions relevant to this proposed acquisition are welcome and may also beincluded on the spreadsheet. Contractors are welcome but not required to submit anyadditional documentation that may support their ability to comply with this PerformanceWork Statement (PWS). NOTE: Indicate if your interest and capabilities are directed atthe potential prime contract or subcontract level. DO NOT SUBMIT ANY PROPRIETARYINFORMATION. The Government reserves the right to consider a set-aside based onresponses hereto. This synopsis is for information and planning purposes and is not tobe construed as a commitment by the Government nor will the Government pay forinformation solicited. Respondents will not be notified of the results of the evaluation.
