Description
This is a pre solicitation notice with the intent to advertise for a Multiple Award Construction Contract (MACC) at various locations throughout Southwest Asia including, but not limited to, Bahrain, United Arab Emirates, Jordan, Oman, Djibouti, and Lebanon. The Government intends for the MACC vehicle to be awarded as 3 to 5 contracts from a single solicitation. Resulting MACC contracts will be Indefinite Delivery Indefinite Quantity. The minimum guarantee for each offeror awarded a contract is $10,000. The contract duration consists of a one-year base period and four one-year option periods. The Not to Exceed (NTE) amount for the life of the MACC is $75 Million. Task orders will be firm fixed price with an award range between $100,000 and $2,000,000, although smaller and larger projects may be considered. Task order statements of work will be for new construction renovation/revitalization/alteration, and repair by design-build or by design-bid-build of buildings and related structures. Types of projects may include, but are not limited to: administration buildings, school buildings, hospitals, auditoriums, fire stations, gymnasiums, office buildings, hangars, laboratories, and parking structures. The seed project includes the replacement of four expeditionary lookouts with towers at NSA Bahrain. Prospective offerors will have access to the solicitation at EURONECO Web Site. The solicitation is expected to be posted to EURONECO on or about March 02, 2009. Proposals are expected to be due April 01, 2009, at 11:00 A.M (CET). Dates are subject to change. Award will be based on a tradeoff (best value) source selection, considering evaluation factors that will be identified in the solicitation. At time of award the highest rated offeror will receive the seed project and the next most highly ranked offerors selected for contract award will receive the minimum guarantee.Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation.A Pre-Proposal Conference has been scheduled for March 16, 2009. More details will be forthcoming.
