Description
The Forest Service is seeking proposals for woody biomass removal and fuel reduction projects at various locations throughout Eastern Washington on the Colville, Okanogan and Wenatchee National Forests. Services may include woody biomass removal, commercial logging, tree removal, pre-commercial thinning, slash bundling and forwarding, slash grinding and hauling, tree pruning, sanitation, slash piling, road brushing, road blading, road obliteration, incidental dozer work, dust abatement, grass seeding, fire line construction, and water barring. The intent of this contract is to reduce the need for high intensity slash pile burning and potential of uncontrolled wildfire by removing the existing fuel loading in selected project areas. Project areas are near the towns of Naches, Cle Elum, Leavenworth, Entiat, Chelan, Twisp, Winthrop, Okanogan, Tonasket, Colville, Republic, Kettle Falls, Sullivan Lake, and Newport, WA. The Contractor shall furnish all labor, supervision, transportation, equipment and incidentals necessary to accomplish task order service work and remove the slash / fuel material from National Forest lands. The resulting contract will be three year indefinite delivery, indefinite quantity, competitive task order contract. Up to 12 awards are contemplated with total possible contract value of $400,000 each. Task orders will be competitively solicited and awarded among those contractors afforded a basic contract award, offering the best value to the Government, (price, past performance and availability) for initial projects and follow-on projects as funding and material becomes available. This contract will be used as an instrument to implement the National Fire Plan and Stewardship objectives. This solicitation and any resultant contract will be a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services. This acquisition is a 50% small business set aside. NAICS is 115310 with Small Business Size $7.0 mil.
