- Amendment Number 0002. In an effort to conduct additional market research, this amendment is issued to allow socioeconomic small businesses firms an opportunity to present their companies capabilities to the Government. The Small Business firm must be capable of performing work associated with the below requirement under NAICS code 541820 Public Relations Agencies. The Government will not reimburse any cost incurred to prepare for, travel to, or present a capabilities briefing. All cost will be the responsibility of the company and/or interested parties. The demonstration of items or services will in no way, expressed or implied, obligate the Government to purchase, rent, or otherwise acquire the items and/or services demonstrated, displayed or furnished. Companys and interested parties who are willing to provide a capabilities demonstration must inform, via e-mail, the point of contact (POC) for this action prior to the sources sought closing date on 20 Feb 09 no-later-than 4pm central standard time. This amendment corrects the NAICS code from the previous Source sought notice. NAICS code is corrected from 541430 - Graphic Design Services to NAICS 541820 - Public Relations Agencies previous notice. This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all socioeconomic small business groups capable to perform the requirement indicated below. The requirement includes, but limited to provide real-time public affairs strategic communication support to include training, content generation, real-time rapid response, surveying, media monitoring, and web services beyond those provided on the traditional.mil domain. Performance Work Statement (PWS) includes the following assistance: 1. Strategic Counsel: concepts, principles, and practices as they relate to senior communicators' expertise, leadership, planning, product generation, and regular program updates. 2. Direct Support: expertise and technical assistance and on the job training to III Corps and Fort Hood staff in: Content Generation, Production and Delivery; Real-time Rapid Response and Survey Research (Polling and Focus Groups) and Media Monitoring. 3. Strategic Plans: Contractor shall assist in development of strategic communication plans focused on more effectively communicating the role of Fort Hood and the U.S. Army within the state of Texas. Assist in assessment of current plans and products and provide recommendations on improvement. 4. Enhanced Situational Awareness: Contractor shall conduct media monitoring of the media of Central Texas, as well as relevant national media, provide expanded insight and media analysis, produce or assist in the production of: Weekly Media Tracking Analysis Reports; Journalist and Media Interest Reports; Weekly Marketing Report; Weekly Specific Story Tracker; Daily and Weekly Media Analysis of the Media Space; Daily Media Clips Package and Weekly Summary Report. 5. Web Site Development and Management: The contractor shall design, develop, support and maintain a separate III Corps and Fort Hood.com web site to be used as an outreach tool to the troops, their families and the community surrounding Ft Hood. 6. Spokesperson Training and Assistance: The onsite support employee(s) shall assist the III Corps and Fort Hood Media Relations section in the daily preparation of spokespersons and their back up materials. No final commitment has been made to procure the stated requirement; therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 541820 Public Relations Agencies and the Small Business Size Standard is $7.0M. Interested parties may submit a Statement of Capability for satisfying this requirement to the contact person(s) listed below. This announcement is not a request for competitive proposals. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and/or other technical informational literature demonstrating the ability to perform the above requirements via email to the point of contacts below. Include business size in relation to the NAICS code of 541830 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the U. S. Army and will not be returned. Responses are requested by 20 February 2009 and should include a point of contact, phone number, fax number and email address.
