Description
The purpose of this contract is to acquire commercial services necessary to maintain the fire alarm and suppression systems connected to warehouse T 214 at the Defense National Stockpile Center (DNSC) storage site in New Haven IN. This suppression system is over 50 years old. It is a water delivery system with pump driven deployment when activated. Static pressure is maintained by a 500,000 gallon high tank located on the property. Supply water is delivered first from the high tank and then from two 1,000,000 gallon reservoirs. All three reserves are refilled from an in ground well pump. Suppression is delivered through 10” cast iron pipes that run underground to five riser houses on each of the five dry pipe equipped warehouses connected to the system; and directly to the maintenance building that has wet pipe distribution. The system is supported by an ADT addressable wireless alarm that monitors air pressure and water flow. The alarm system is approximately five years old and was acquired through a lease/purchase agreement. DNSC only occupies one of five warehouses on this site, warehouse T 214, and expects to vacate that building within the 2009 calendar year. The property is owned by the General Services Administration (GSA). It is excess to their inventory and will be sold once DNSC operations on the site are completed. In its present condition, two of four delivery pumps are inoperable. All of the zones that support vacant warehouses have been shut down. The system has been serviced by a series of commercial contractors since 1998. This RFP is set for full and open competition and should be priced IAW the contract line item format shown in the solicitation. FAR 12 and 13 procedures, DNSC intends to award without discussions, but the Government reserves the right to hold discussions if needed.
