PART: U.S. Government Procurement SUBPART: Services CLASSCODE: S-Utilities and Housekeeping Services OFFADD: Federal Bureau of Prisons Construction Contracting Section 320 First Street, NW, Room 500-6, Washington, D.C. 20534 SUBJECT: S-Wired Telecommunications Carriers Federal Correctional Institution (FCI) McDowell (to be located near Welch, West Virginia) SOL: RFP X00-0577 DUE: N/A POC: Yvonne Powell, Contracting Officer, (202) 307-0954 NAICS: 517110 This is a pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price contract. The BOP requires the provision of cost-effective telecommunications services at the newly constructed Federal Correctional Institution (FCI) McDowell, WV. The telecommunications requirements shall be provided in a manner consistent with the services noted in the Statement of Work (SOW) and include construction of fiber/copper infrastructure to the demarcation point. An awardee, from a resultant contract, will provide all equipment, materials and labor necessary to install one (1) local loop T-1 ISDN PRI circuit service from the nearest Serving Wire Center to FCI McDowell at 101 Federal Drive, Welch, WV 24801. Provision of service must be from a carrier that has interconnect agreements for local access service. The minimum acceptable cable installation will include 200-pair copper communications cables, surge protection and terminate on 66 blocks, include dialing range of 400 continuous D.I.D. numbers reserved by the Contractor. The contractor must label and test all T-1 channels. The estimated date for the completed installation of infrastructure (conduit, cabling and equipment) of the required telecommunications services shall be on or about April 20, 2009. Telecommunications services for the local dialing area (ISDN-PRI Service or Voice T-1) shall be available for testing through the PABX by the Government's Design-Build Contractor by April 30, 2009. The period of performance for any contract awarded as a result of this solicitation shall be from date of award through five (5) years after the notice to proceed is issued. Provide pricing for ISDN PRI (voice only) in accordance with West Virginia Tariff. The North American Industrial Classification System (NAICS) Code is 517110. The following evaluation factors will be used in evaluating proposals, which are listed in descending order of importance, past performance, technical, and price. All responsible sources may submit an offer which shall be considered by the Agency. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, and service disabled veteran-owned small businesses is encouraged. This solicitation is unrestricted. This notice is not a Request for Proposals. Interested offerors may request and obtain a solicitation distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of this solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site.
