- Under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 the U.S. Army Research, Development and Engineering (RDEC) Contracting Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U. S. Naval Health Research Center, San Diego, intends to negotiate and issue an out-of-scope modification on a sole source basis with Thornhill Research Inc., 200 Elizabeth Street, Toronoto, ON to contract W911QY-08-C-0116 for the continued development of the Mobile Oxygen, Ventilation and External Suction (MOVES) System and Development of an Integrated Anesthesia Module. The proposed contractor, Thornhill Research Inc. is currently completing the MOVES development and to further the anesthesia add-on for MOVES. The additional effort includes decreasing footprint and weight of MOVES device, create a method for MOVES to be used with current draw-over vaporizers in the operating rooms and take current single channel infusion devices and power them through MOVES. Estimated award amount for this out-of-scope contract modification is approximately $4 million. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 5 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price contract order to Thornhill Research Inc. Nothing herein should be misconstrued as a request for proposal.
