- THIS SOLICITATION WAS ERRONEOUSLY ISSUED AS A PRESOLICITATION Q5160090216 AND IS BEING REISSUED AS Q5160090300 TO CORRECTLY STATE THAT IT IS a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The new solicitation number is Q5160090300 and is issued as a Request for Quotations (RFQ) (if you have responded already to the original # that is sufficient). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. This purchase is a total small business set-aside per FAR 19.502-2 and the North American Standard Industrial Classification System (NAICS) code is 441229 and small business size standard is $7M. The following provisions and clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors--Commercial Items and 52.212-3 Offeror Representations and Certifications--Commercial Items (section be must be completed and returned with quote); 52.212-4 Contract Terms and Conditions--Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items including FAR clauses 52.219.6, Notice of Total Small Business Set-Aside, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-1 (Buy American Act) and 52.232-33, Payment by electronic funds transfer - Central Contract Registration. Per FAR 52.204-7, registration in the Central Contractor Registration (CCR) database is a requirement for award. Register at www.ccr.gov. The full text of FAR clauses can be found online at http://www.arnet.gov/far. The due date for receipt of quotations is by close of business March 6, 2009. SPECIFICATIONS: LINE 1 A universally accessible shuttle (golf cart style or similar type of transport unit) for the purpose of providing in-park transportation for a minimum of 13 passengers, with wheelchair accessibility or with other physical limitations. Details: (1) 18 foot or less turning radius; (2) 5KW electric motor, battery operated, batteries included. Transmission should be Semi Automatic, 4F+1R gear box (3) key start with 10 spare keys provided at delivery; (4) bench-style seating (6) glass windshield and windshield wiper (7) provide and install full vehicle length rigid canopy (8) provide and install full custom vehicle enclosure, all vinyl (9) provide and install head lights and tail lights, including turn signals, fog lights, and front and rear LED amber strobe lights on the roof, and; (10) Install solar panel on canopy to generate electricity for vehicle (11) provide and install the following instrumentation and safety components: side mirrors, front and rear drum pneumatic brake system, Voltameter, amp meter, speedometer, turn signal indicator, headlight indicator, emergency switch, fog light switch; headlight switch, turn signal switch, wiper switch, horn button; CD player with radio and 4 speakers, seat belts for rated number of passengers, reverse alarm, and backup camera with monitor. Shuttle or transport unit shall also be customized for wheel chair accessibility, including: (1) provide and install custom ramp for wheelchair access from passenger side; and (2) provide and install wheelchair tie downs points on vehicle and provide 2 sets of tie down straps or other ADA approved securing devices with delivery. (5) One row of seating should fold up to accommodate a wheelchair (6) Row of folding seating should unfold and accommodate two passengers when no wheelchair is present. (7) Running board should be installed on both sides. COLOR: Grey. Provide interior and exterior color options or samples with quotation. WARRANTY: Provide standard warranty and extended warranty options with quotation. DELIVERY: F.O.B. Destination for delivery to Carl Sandburg Home NHS, 81 Carl Sandburg Lane, Flat Rock, NC 28731. Delivery shall be scheduled in accordance with park operating hours which are Monday through Friday between 9 a.m. and 3 p.m. (Eastern Daylight Time). NO DELIVERIES ON SATURDAY OR SUNDAY OR AFTER 3PM. The park does not have a loading dock, so the delivery truck must be equipped with a lift gate. The government requests no greater than a 12-week delivery lead time, but offerors shall state actual delivery lead time on quote if shorter or longer than 12 weeks. Please submit with your quote: (1) Descriptive literature as indicated above; (2) a completed copy of the provision at 52.212-3 (Offeror Representations and Certifications--Commercial Items) must be included with your quote or certification that you have registered your reps and certs online at http://orca.bpn.gov; (3) Signed quotation for Line one $________ 13 passenger shuttle, wheel chair accessible per specifications above.
