Description
U.S. Fish and Wildlife intends to award a Sole Source contract to Mitchell Ecological Research Service under the authority of FAR 6.302-1 using Simplified Acquisition Procedures (SAP) for the purpose of obtaining and record each use plastic minnow traps to sample larval and adult anurans and aquatic salamanders in all study units. Trapping of larval amphibians allows determination of reproductive success of each species using each pond and provides samples for evaluation of disease presence and assessment of proportion of abnormalities. The contractor will set 10-30 traps in 2 of the 4 randomly-selected plots used for the VES survey in each sample unit (number per unit will be determined by pond size in multiples of 10) for 48 hours. The Government believes that Mitchell Ecological is the only responsible source capable of satisfying this requirement. A justification for other than full and open competition has been prepared in support of this acquisition. The estimated dollar value of this acquisition is below $50,000.00. No Request for Quotation (RFQ) will be issued and no responses will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is small business and the NAICS code 541620 applies. Responsible firms believing they can provide the required items are encouraged to identify themselves and give written notification to the Contracting Officer. However, they must provide supporting evidence that they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be considered for future actions. The Government intends to make award, without delay for this requirement.
