Description
The United States Army, Joint Munitions & Lethality Life CycleManagement Command in support of the Armament, Research, Development,and Engineering Center (ARDEC) intends to solicit, negotiate, andaward on a sole-source basis to the National Small Arms Technology Consortium (NSATC). The government has a need to team with industry, academic, and nonprofitpartners through establishment of Other Transaction agreements withSmall Arms consortium members. Through the proposed agreements, theGovernments primary objective is to collaborate with a consortium to perform a coordinated research and development program designed to developprototype technologies improving U.S. industry, university, and Governmentcapabilities as required to sustain U.S. military supremacy. A consortium comprised of educational, nonprofit, and commercial organizations and with broad and open membership is required to provide the Government a partner able to collaborate across barriersthat include military/civilian,public/private, local/regional/national,and political/jurisdictional concerns. The objective consortium shouldbe open to new membership and display a broad array of expertise andexperience, connected to small arms related technologies and applications. Under the proposed agreements, members of the NSATC shall perform research,development and engineering activities, which address the Armys long-range research, development, engineering and production goalspertaining to hand guns, shoulder fired weapons, grenade launchers,machine guns, automatic cannons and other ground weapons/devices such as a lightweight acoustic and directed energy weapons. Also included are small arms ammunition; hand, gun launched and rocket grenades;fire control; embedded computers; power supplies; fuzing and the soldier/gun/vehicle interface. The role of the Government will be to directly participate in thesecollaborative efforts, to provide partial or full funding, and shareexpertise and facilities. It is expected that the non-Government collaborators will share in the funding of the National Small Arms Center of Excellence. The Center will engage in broad areas of research and developmentleading to prototypes to include weapon systems, subassemblies suchas fire control, fuzing and power supplies, materials and material behavior,coatings, manufacturing science and technology, modeling and simulation and failure analysis. The Center will also foster specialised education andtraining as necessary consistent with the goals of the Center. A formal written solicitation is not planned. Any responsible/interested sources shall submit their qualificationsand capabilities within fifteen (15) business days of this notice to:Commander, US Army Contracting Command, JM&L Contracting Center, ATTN: CCJM-ET, Mr. William Coolbaugh, Bldg. 322, Picatinny, NJ 07806-5000or submit the information electronically to the email address shown. Information submitted should include your organization, personnel, facilities, applicable subcontractor network and past experience tomeet specific needs stated above. Include company name, address,telephone number, technical point of contact, item nomenclature,item description, and brochure/literature. THIS IS NOT ASOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUEA SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement.
