- POST ON NBC Thursday 2/19/2009Issue Solicitation: Wednesday 2/25/2009Commercial Offers due: March 4, 2009 at 2:00 p.m. This is a Solicitation Notice: Announcement I1940-09-0640-Leasing of Passenger Vessel, at the Statue of Liberty National Monument, NY. This is a Commercial Buy pursuant to Federal Acquisition Regulations Part 12. This solicitation is being issued as a 100% total set-aside for SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) code for this project is 483212, and 500 employees are applicable to this contract. This solicitation will result in award of a leased passenger vessel for a minimum of thirty (30) calendar days, at the Statue of Liberty National Monument, NY. PLEASE NOTE: The lease vessel must be a United States Coast Guard (U.S.C.G.) certified vessel by the United States Coast Guard Group New York to operate in the Upper New York Bay. Scope of work includes: It is the intention under the terms and conditions of this commercial buy to lease a passenger vessel that has a minimum capacity of 55 persons for a period of thirty (30) calendar days with an option for an additional thirty (30) calendar days to the National Park Service (NPS), at the Statue of Liberty National Monument, NY. The leased vessel must A United States Coast Guard (U.S.C.G). certified vessel. The leased vessel must be certified by the U.S.C.G. Group New York to operate in the Upper New York Bay. The contractor shall supply a U.S.C.G. certified vessel and shall operate the vessel with a U.S.C.G. licensed captain and supply deckhands. The leased vessel will be used to transport park staff, contractors, park partners and concessionaire's staff from Coast Guard Group Battery Park pier C, Ellis Island and Liberty Island and return trips in accordance with the NPS schedule, while the NPS's primary vessel, Liberty IV is in dry-dock for inspection. The leased vessel shall be in operation from 6:00AM to 9:30 AM, and from 4:45 PM to 7:45 PM, seven (7) days a week straight through for the thirty (30) day period. The leased vessel shall be on-site at the U.S.C.G. Group Battery Park, pier C no later than 6:00 AM for the morning runs and 4:45 PM for the evening runs for security screening each day. The Government shall not maintain the vessel and the contractor shall perform all regular and preventative maintenance for their vessel. The government shall not supply fuel for this vessel. The vessel shall have side loading capabilities. In accordance with FAR 5.102, availability of the solicitation will be limited to electronic medium. This solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Down loading from the Internet is free of charge. All prospective bidders must register on ESOL. Hard copies (paper sets) of the solicitation will not be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the Internet. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. Therefore, it is the contractor's responsibility to check the Internet site for any posted changes to the solicitation, plans and specifications. Award of the contract will be made to the lowest confirming responsive, responsible bidder offering the lowest total price of all contract line items. The Commercial acquisition package will be issued Wednesday, February 25, 2009 and the date for receipt of bids is 2:00 P.M., EST, on March 5, 2009 at the National Park Service, Northeast Region, U.S. Custom House, 200 Chestnut Street, Philadelphia, PA 19106-2878. The estimated cost of the leasing of the passenger vessel is between $100,000 and $250,000 and includes a base offer of a minimum of thirty (30) calendar days of leasing of the vessel with an option for an additional thirty (3) calendar days. As a security precaution, vendors must register themselves through the on-line CCR system.
