- The following are vendor questions and the Government's responses: 1.QUESTION: Section B.3, Statement of Work, the following is stated: "The Department of Veterans Affairs southeastern regional group of 8 hospitals (VISN 6) has multiple opening for various clinical positions such as physicians, nurses, therapists, etc. Many of these positions are difficult to fill, have been vacant for an extended period of time and are a priority for filling in the VISN." In Section B.2, Schedule of Items/Prices, the following is stated: "Contractor shall perform a Talent Search Services for the physicians noted on Task Orders issued on an as needed basis." Is the Talent Search for physicians only, or for a variety of clinical positions? If the Talent Search is for physicians only (see question 1), are you seeking a flat fee regardless of specialty area (General Practitioner vs Surgeon?) ANSWER: The Talent Search is primarily for Physicians, but we can request other clinical positions be filled, as needed. Yes, we are seeking a flat fee regardless of specialty area. 2.QUESTION: Do you anticipate that most Task Orders will be for the Durham area, any other particular location, or spread evenly throughout the sites noted? ANSWER: Requests could come from any of the 8 VA Medical Centers in our region. 3.QUESTION: This requirement appears to be sourcing for permanent hire by the VA. If so, there is a Wage Determination 05-2401 for several counties in central NC attached to the solicitation. It is our understanding that Wage Determination and the Service Contract Act apply to non-exempt contract employees. What role/purpose does inclusion of the Wage Determination have in the solicitation? ANSWER: The vendor awarded this contract must pay his employees working on this contract, at a minimum, in accordance with the wage determination to include the hourly labor rates, and health and welfare benefits. 4.QUESTION: If a candidate is accepted for employment and leaves the position would refunds or replacements be expected? ANSWER: Yes, in the event a replacement could not be found, the vendor would be required to issue a refund to the VA Medical Center or VISN 6 within 14 calendar days of notification that a refund is due. 5.QUESTION: Will you share the VA benefits package? Is it competitive? ANSWER: Yes, we offer an excellent benefits package for FT/PT staff including competitive pay scales, 26 days per year vacation, 13 days per year for sick leave, choice of health insurance plans ( pre tax option available), life insurance, retirement plan, optional tax-deferred savings plan with matching funds and flexible spending accounts. The Candidate selected may be eligible to apply for an award up to the maximum limitation under the provisions of the Education Debt Reduction Program (EDRP)". 6.QUESTION: Will the VA pay relocation costs? ANSWER: Yes, in most cases. 7.QUESTION: Is this solicitation a new requirement or a follow-on contract? ANSWER: This is a new requirement. 8.QUESTION: Our company does not provide physicians does this mean we can't bid on this RFQ because of that? We do provide nurses and most allied staff with the exception of physicians and Doctors. ANSWER: We are only interested in vendors who can provide all of the clinical occupations mentioned in the solicitation. 9.QUESTION: Section B.2 Page 7 - Schedule of Items/Prices. In the note it is only referring to Physicians, would there be a separate pricing sheet for Nurses and Therapists? Should we use the same price sheet for different disciplines? Please explain. ANSWER: Yes, you can use the same price sheet for different disciplines. 10.QUESTION: Section D.2 - Page 26 - Wages: Should the referring company/agency discuss these wages and benefits to the candidates? ANSWER: Yes. 11.QUESTION: Are these set wages to be paid? ANSWER: Wages vary by level of experience, geographic location, etc. The Task Order point-of-contact can provide salary information pertaining to any occupation requested. 12.QUESTION: Is there going to be a different pay scale based on experience and credentials of a candidate? ANSWER: Yes, there are different salary ranges and pay scales for all occupations depending on the geographic location of the position. 13.QUESTION: How much grace period is required to pay the placement fee to referring agency upon confirming a candidate to start at one of the locations mentioned in the bid? ANSWER: The vendor will be paid upon the VA's employment of referred applicant. 14.In case a candidate is referred by more than one agency, what would be the selection criteria for respective candidate/referral? ANSWER: The vendor who offered the lower percentage of VA Salary as a fee per placement.
