Description
The NATO Communication & Information Systems Services Agency (NCSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the refurbishment of the cellars and tunnels at the NATO Communications and Information System School (NCISS) in Latina, Italy. Companies expressing interest must 1) be pre-approved for participation in NATO International Competitive Bidding, 2) have at least three years of experience, 3) have a current and valid ISO UNI 9000 from a national or international accredited auditor, and 4) have completed at least one contract of approximately the same size and scope with satisfactory performance and service. NCSA is serving as the contracting agency for this project, which was authorized by the MBC. NCSA intends to use the two envelope bid procedure. Partial bidding is not authorized. The estimated value of this project is Euro 400,000. The reference for this project is IFIB-NCSA-NCISS-09-04 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. The IFIB package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 18 March 20008 Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date. NCSA will post the solicitation documents on the following website: www.ncsa.nato.int/business.htm 2. Estimated IFIB issue date: April 2009 3. Estimated bid closing date: May 2009
