- Contractor Support Requirements for Program Executive Office (PEO) Enterprise Information Systems (EIS) Enterprise Technology (ET) Enterprise Management and Systems Engineering Support Request for Information 1.0 Contracting Office: Army Contracting Agency, Information Technology, E-Commerce, and Commercial Contracting Center (ACA, ITEC-4), 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 2.0 Introduction. The ITEC-4, in conjunction with the Program Executive Office (PEO) Enterprise Information Systems (EIS), Enterprise Technology (ET) Systems Engineering & Technology Integration Office (SE/TIO), is seeking qualified sources to provide systems engineering support. The Army is in pursuit of developing capabilities that would enable joint expeditionary net-centric information dominance in enhancing Warfighter decision superiority. This creates a significant challenge to align various programs at different phases of IT life-cycle to support this mission. For ET, it levies a significant burden, in that it must maintain the extreme flexibility and adaptability required for an ever changing operational acquisition environment, while ensuring that our systems/capabilities are programmatically synchronized with Department of Defense (DoD) and Department of the Army (DA) vision, mission and goal to conduct comprehensive analysis to validate compliancy of the Solution Architecture of the PEO EIS Programs. The Army is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the services as described herein. The information requested by this Request for Information (RFI) will be used by the Army to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Army will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 3.0 Purpose and Objective. Responses to this RFI will assist in identifying vendors with capabilities and experience related to the required systems engineering support. The purpose of this initiative is to conduct comprehensive analysis to validate compliancy of the Solution Architecture of the PEO EIS programs. This includes, but is not limited to, the following disciplines: System Engineering DoD Net-Centric Strategy Army Data Strategy Service Oriented Architecture (SOA)/Enterprise Service Bus (ESB) framework Spectrum Management Portfolio Management Content Management Configuration Management Risk Management Requirements Managements IT Security and Network Operations (NETOPS). Related tasks may be accomplished through review and assessment of DoD Architecture Framework (DODAF) products, Acquisition Strategy, System Engineering Plan (SEP), Information Support Plan (ISP), Configuration Management Plan, Risk Management Plan, Requirement Management Plan, IA Strategy and PEO Quarterly Reviews. 4.0.Requirements. If there is any information you deem proprietary, please mark accordingly. 5.1 Provide a summary of your companys relevant experience in providing solutions that provide quick (real time) response to what if scenarios when schedule, technical changes, and financial changes occur with the program. 5.2 Demonstrate ability to provide a significant increase or decrease of support (e.g., rapidly identify, equip and employ resources to support the Government in the event of an immediate surge or reduction in requirements.) 6.0 NAICS Code. 541990, All Other Professional, Scientific, and Technical Services 7.0 Disclaimers.
