- FISC Norfolk Contracting Department Philadelphia Office (FISC NORVA- PHILA) intends to acquire program management and services in support of the Naval Supply System Command (NAVSUP SYSCOM) / Commander Fleet & Industrial Supply Centers' (COMFISCS) Hazardous Materials Control and Management(HMC&M)requirement. The required services include but are not limited to supporting the following areas: Financial management including budget planning formulation and execution; Distance Support / CHRIMP Afloat; HMC / Regional CHRIMP Center (RCC) Consolidation; Enterprise Resource Planning (ERP); Information Technology (IT) management support; HM tracking software fielding, and support; Helpdesk support / user assistance; Security Documentation; JEMMS Operations in Okinawa; JEMMS Operations in Guam; HMC Operations at Fleet Readiness Centers Southeast (FRC-SE) Jacksonville; and HMC Operations at Fleet Readiness Centers East (FRC-E) Cherry Point. The required services will be perform! ed at various CONUS and OCONUS locations. Currently the estimated level of effort (LOE) is approximately 659,477-hours annually for a total of 2,637,908-hours if all contract periods are exercised. These services are currently being provided under FISC NORVA - PHILA Contract N00140-04-D-0042. A Cost Plus Fixed Fee (CPFF) - Indefinite Delivery/Indefinite Quantity (IDIQ) contract under which Delivery/Task Orders are to be issue will be used to accomplish the requirement. A contract for a 12-month Base Period and three possible 12-month Option Periods is planned. Solicitation will be on a unrestricted full and open competition basis via the issuance of a Request for Proposals (RFP). The RFP will require the submission of a technical and a cost/price proposal. All responsible sources may submit a proposal for consideration by FISC NORVA-PHILA. At this time, it is estimated that the RFP will be release approximately 02 Apr 09. The solicitation will be made available electronically upon its release at https://www.neco.navy.mil. It is the Government's intention to release this solicitation through electronic means only.
