Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an electronic written solicitation is attached. The Federal Trade Commission is seeking proposals from bidders/and or contractors to provide court reporting and stenographic services to the agency. This is a Request for Proposals (RFP); the contractor shall provide or arrange stenographic service for a broad range of matter, locations, deliverable formats and to accommodate specific criteria for final transcripts and associated products that will be described in the attached performance statement of work. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. Notice: This solicitation is 100% full and open competition and we anticipate an award of a fixed price contract, while reserving the right to issue separate awards for the U.S.A. - based requirements and the foreign-nation requirements (split award). The NAICS code is 561492 with a size standard of 1,000 employees. The provisions of 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition and a statement regarding any addenda to the provision. The Provision 52.212-2, Evaluation - Commercial items, applies to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (b) Each offeror may submit a copy of the CLIN structure or request a sample copy from the Office of Acquisition. Facsimile offers are acceptable. Facsimile number is (202) 326-3529. All responsible sources may submit a proposal, which shall be considered, Response Due Date is hereby changed to: 2:00 PM EDT Monday, March 2, 2009. All questions or concerns related to this solicitation should be forward to the Office of Acquisition no later than February 25, 2009.
