Description
The United States Department of Transportation, Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center), located in Cambridge, MA, under the statutory authority of 41 U.S.C. 253(c)(3), and FAR Part 6, paragraph 6.302-3(a)(2)(ii), intends to contract on a non-competitive basis with The Johns Hopkins University Applied Physics Laboratory. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation.The Volpe Center, in support of the Federal Aviation Administration (FAA), intends to award a contract on a sole source basis to The Johns Hopkins University Applied Physics Laboratory (JHU/APL). JHU/APL has developed a prototype engineering tool called the Surveillance and Broadcast Services (SBS) monitoring system for the FAAs Automatic Dependent Surveillance Broadcast (ADS-B) program. This tool requires additional development and refinement as new requirements are levied and ADS-B evolves. The SBS Monitoring System completes an independent performance assessment of the contracted SBS Services for each Service Volume. It does this by monitoring the SBS products that are being delivered to a Service Delivery Point (SDP) by the service provider. The SBS Monitoring System will consist of a set of Surveillance Data Acquisition Tools (SDATs) and a Surveillance Monitoring Data Center (SMDC) located at two geographically diverse Service Delivery Points. Each SDAT will record delivered data, analyze and calculate metrics on the services being delivered, and publish status and results to authorized users using platform independent methods. The SMDC will provide user authentication services, remote management capabilities, centralized alarm management, and secure access to the analysis results published by each SDAT.Market research did not find any institution or vendor providing an engineering system similar to SBS monitoring system or the system engineering expertise provided by The Johns Hopkins University Applied Physics Laboratory.The North American Industry Classification System (NAICS) Code for this acquisition is 541990 with a small business size standard of $7.0 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firm?s capability to provide the required services. Written capability statements must be submitted within 15 calendar days from the date of publication of this synopsis. Responses received after 15 calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
