Description
The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price (FFP) award, using authority under FAR 6.302-1, to Raytheon Company Space and Airborne Systems (Raytheon), El Segundo, CA for a hardware kit procurement to increase the memory capacity and processing capability of the APG-73 radar system in order to support future software improvements. The kits will include the following hardware: Stretch Waveform Generator, Single Module Processing Element and Motion Sensor Subsystem. The quantities to be procured range from a minimum of 7 kits to a maximum of 40 kits with a planned initial delivery date of September 2009 at a minimum rate of 4 kits per month. Additionally, the Navy anticipates procuring the specific technical data relative to the above identified kits. As the sole designer, developer and manufacturer of the APG-73 radar system, Raytheon is the only known source that can meet the Government's need to produce this hardware in the delivery schedule identified above. Raytheon has the requisite radar knowledge, experience, and technical data required to quickly respond to this urgent requirement without substantial duplication of costs. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
