- This is a Best Value Source Selection firm fixed price solicitation. This procurement is for one solicitation that will result in one award. The work covered under this contract consists of furnishing all labor, equipment, installation materials and services to procure and install special purpose equipment, furniture and interior signage as well as relocation services, for the Centers for Disease Control and Prevention (CDC) Building 23 Project, Roybal Campus, Atlanta, Georgia. A list of needs for special purpose equipment (estimated value in excess of $20 million) shall be provided after contract award by CDC. This SOW shall include consultation on appropriate equipment options to meet equipment needs, as well as detailed procurement and installation documents for this equipment. These services shall not include documents for furniture. Those furniture documents have been prepared under separate contract and will be furnished after contract award. General concept design of interior signage will be provided by CDC. The source selection process as defined in FAR Part 15 has been selected in order to ensure selection of the sources demonstrating the best overall capability to perform the work in a manner most advantageous to the Government. Firms submitting proposals will be evaluated on both their technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact offerors for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the offerors will be afforded the opportunity to revise their proposals. Joint Ventures are allowable on 8(a) competitive and sole source set-asides, however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations and guidelines. Any corrections and/or changes can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS. The approximate solicitation release date is March 6, 2009. No telephone requests for the solicitation package will be accepted. The solicitation will be posted to the Federal Business Opportunities website for download at www.fbo.gov. A hard copy of the solicitation will be mailed ONLY to firms that DO NOT have the technical capability to access the Federal Business Opportunities website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO FREQUENTLY VIEW THE WEBSITE FOR UPDATES AND CHANGES. THIS PROCUREMENT IS AN 8(A) COMPETITIVE SET-ASIDE. All other firms are deemed ineligible to submit offers and will not be considered for award. The North American Industry Classification System (NAICS) Code for this project is 541611 with a Size Standard of $7,000,000.00. In accordance with the provisions of the FAR 52.204-7 Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
