- The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to procure through a best-value, full and open competitive procurement, non-personal engineering and technical services in the areas of Core Mission and Business Sustainment in support of the U.S. Joint Forces Command, Joint Concept Development and Experimentation Directorate. Core Mission is defined as centralized, ongoing efforts or continuous work to provide a defined experimentation capability in general support across projects or to achieve and sustain a defined set of goals and objectives, or to maintain a baseline capability. Business Sustainment is defined as fixed, ongoing functions and expenses of general business that cut across Groups, more specifically, the cost of staying open for business. The proposed requirement is being processed on an unrestricted basis and will result in multiple award, indefinite-delivery, indefinite-quantity contracts with provisi! ons for the placement of cost plus fixed fee and fixed price task orders. The ordering period will consist of a twelve-month base period, plus four (4) twelve-month option periods. The solicitation will require the submission of technical and cost/price proposals. The solicitation will consider the offeror's technical proposal to be slightly more important than their cost/price proposal. The applicable NAICS code and small business size standard are 541330 and $4.5M, respectively. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirements with a commercial item within 15 days of this notice. This synopsis will be updated when the solicitation has been made available electronically upon its release at https://www.nec! o.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See http://www.ccr.gov for further information and instructions. The Government will not pay for information received. All responsible sources may submit a proposal, which will be considered by the Government. The solicitation response date is tentative and subject to change.
