Description
The Air Mobility Command (AMC) Specialized Contracting Branch intent is to acquire frequency converters with spark arresting outlets. The frequency converters will be used onboard Air Force tanker aircraft to convert aircraft 400 Hz, three phase, 115 - 200 Vrms into 60 Hz, single phase, 115 Vrms. Since the frequency converters will be used on aircraft, the converters must be Safe-to-Fly (STF) certified IAW Section 2.5.1.7 of AFI 11-202V3. This acquisition will be issued for full and open competition. This acquisition will provide the government with the best value based on the evaluation factors established in the solicitation in accordance with Federal Acquisition Regulation (FAR) 52.212-2. The resultant contract will be a firm fixed price Indefinite Delivery Indefinite Quantity Contract. Minimum Contract Quantity is 235 units; Maximum Contract Quantity is 311 units. The North American Industry Classification System (NAICS) Code is 335312 and the small business size standard is 1,000 employees. The solicitation will include FAR clauses 52.212-1, Instructions to Offerors-Commercial Items, 52.212-3, Offeror Representations and Certification-Commercial Items, FAR 52.219-8, Utilization of Small Business Concerns and FAR 52.219-9, Small Business Subcontracting Plan. Large business offerors will be required to submit either an approved master subcontracting plan or a subcontracting plan meeting FAR 52.219-9 requirements. Anticipated solicitation date is on or about 27 February 2009.
