- The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting a sources sought notice to locate business concerns for providing software support as part of the development of a state-of-the-art, fully-integrated tool suite to assess and communicate aviation?s environmental effects. The primary focus of the program is to develop a new capability to assess the interdependencies between aviation-related noise, emissions, and fuel burn, and to provide comprehensive impact and cost and benefit analyses to inform aviation environmental policy decisions. The three main building blocks of the tool suite are: Environmental Design Space (EDS) develops performance, noise, fuel burn, and emissions characteristics for aircraft. Aviation Environmental Design Tool (AEDT) comprises the integration of both existing and original aviation noise and emissions analytical modules to provide an integrated capability to assess interrelationships between noise, emissions, and fuel burn across study scales from a single airport to world-wide Aviation environmental Portfolio Management Tool (APMT) ? applies economic, environmental response, and valuation modules based on information provided by AEDT and EDS to evaluate common, transparent cost/benefit methodologies for coordinated aviation and environmental policy development. The main focus is the development of the APMT Partial Equilibrium Block (PEB), a component within the APMT. Development of the PEB will greatly enhance APMT modeling and impact analysis capability. Representative areas of the work are described below. Continued PEB development, including developing codes, databases, and algorithms to enhance the tool and the overall tool suite;EB integration with APMT and other elements of the FAA / AEE tool suite;PEB assessment, as well as related system-level assessment;Domestic and international aviation analyses using the PEB and other related tools;Reducing and analyzing tool suite-related data, both domestic and international. All capability information shall include: Contract number; Customer (Government agency, private industry); Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services in each of the work areas described. All of the information sought should be conveyed in no more than eight pages. Page size is set at 8 X 11 and text should be doubled spaced. Each response must reference the Sources Sought title. Interested parties must respond to this announcement in writing within 15 days of publication. Telephonic requests will not be honored.
