Description
The purpose of this sources sought notice is to canvas the market for possible eligible candidates who can, as an independent consultant, provide the services of a South Asian Regional Initiative Energy (SARI/E) Country Coordinator in Pakistan for the United States Agency for International Development’s SARI/E program which is based out of New Delhi. Please note that the incumbent in this position has performed satisfactorily for many years. Due to FAR competition requirements, USAID is advertising the need to continue the services though there is no performance objection to continuing with the incumbent in this position. The key responsibilities include project support, advisory services, program coordination and liaison with other donors and Pakistani government officials on regional energy programs. The qualifications sought for this position are as follows: a.EDUCATION: Bachelor’s degree in civil, electrical or hydropower engineering, with at least 12 years of relevant experience or Masters degree in any relevant energy-related discipline, management or social science with extensive work experience (at least 10 years) in an energy-related field or energy program. b.PRIOR WORK EXPERIENCES: Minimum 10 years of work experience in institutions in the energy sector or related field is required. Must have proven track record of professional involvement and achievements in the energy sector. c.PREVIOUS U.S. Government (USAID) or other similar donor program management experience is preferred but not essential. d.LANGUAGE PROFICIENCY: LEVEL IV (fluency in written and spoken) English is required. e.KNOWLEDGE: Knowledge of the Pakistan energy sector and institutions is required. The candidate must also have a thorough knowledge of hydropower and the institutional, legal and regulatory framework for investment and trade in energy. This includes understanding of the current Pakistan policy on private sector participation and investment in hydropower and the environmental and social issues involved. Knowledge of the work of other donor agencies in Pakistan is also essential and familiarity with regional energy and energy-related trade will be an added advantage. f.SKILLS AND ABILITIES: The candidate should have strong analytical, presentational, and public speaking skills with abilities to: develop and maintain collegial working relationships at many levels; analyze program needs in the energy sector and how USAID assistance can be targeted; communicate clearly and effectively at all levels within USAID, the U.S. Mission and the Pakistan government institutions, and maintain senior level contacts within the region. The candidate must demonstrate management abilities to plan, organize and implement a large workload. Intermediate level computer skills (Word, Excel, and PowerPoint) are needed. USAID is looking to fill one position. This is a full-time position located in Pakistan which involves travel throughout the country. This position is required from August 2009.
