Description
The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is one of the nation’s premier research institutions in the area of clinical research in rheumatic and other inflammatory and autoimmune diseases. With the unique characteristics and availability of the state of the art clinical research hospital, NIAMS now seeks to expand its clinical research into new areas, including musculoskeletal research. To initiate this effort, we currently seek a Board Certified Orthopedic Surgeon to establish an Orthopedic Outcomes Research Program. A market survey is being conducted to determine the availability and potential technical capacity of businesses to provide the services of this requirement. Based upon the responses to this market survey, the Government will determine if the requirement is suitable for competition on a restricted basis to small business, Veteran / Disabled Veteran entities, or on an unrestricted basis. The intended procurement will be classified under North American Industry Classification System code 621111, Offices Of Physicians (except Mental Health Specialists), with size a standard of $10.0 dollars. STATEMENT OF WORK: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services and qualified personnel, not otherwise provided by the Government as needed to establish and maintain an orthopedic outcomes research program in collaboration with the National Institutes of Arthritis and Musculoskeletal and Skin Diseases. Background Information: The NIAMS requires that the contractor provide an academic leader in orthopedic surgery who has 1) a national and international reputation for outstanding basic and clinical research; 2) history of leading basic and clinical research teams at an academic medical center; 3) experience in epidemiology and outcomes research; and 4) a record of productivity as demonstrated by publication in peer-reviewed journals and presentation of work at national and international meeting. In addition, the identified individual must be board certified in orthopedics and must be able to be credentialed to see patients with orthopedic problems in the NIH Clinical Research Center. The orthopedic surgeon will conduct clinical outcomes research in the Program in Translational Research (PTR) located in the NIH Clinical Research Center. Responsibilities would include: Have adequate expertise and experience to establish a clinical outcomes program Develop a mentoring committee to assist in identifying appropriate research topics Utilize existing databases to provide new insights into orthopedic outcomes Develop protocols to study subjects with orthopedic problems at the NIH clinical Conduct meetings and interviews with other NIAMS researchers to identify areas of potential collaborations utilizing subjects enrolled in existing Teach NIAMS fellows about orthopedic problems that relate to the practice of rheumatology. The contractor shall: Provide a national and international leader in orthopedic surgery to lead the program, designated as Section Leader of Clinical Outcomes Research Program. The contractor will have the following credentials: 1) Orthopedic surgical training at a leading US academic medical center; 2) board certification in orthopedic surgery; 3)Basic and Clinical research training in orthopedic surgery from a leading US academic medical center; 4) faculty experience at a leading US academic medical center; 5) prior experience as an independent investigator; 6) evidence of research productivity in basic and clinical research as evidenced by recent (within the past 5 years) peer-reviewed publications, reviews, and book chapters. Conduct innovative clinical outcomes research. This will be accomplished through collaborative research protocols with NIAMS investigators addressing questions in orthopedic outcomes. The interactions between NIAMS and contractor staff in caring out their collaborative activities will follow the academic model. Carry out a variety of studies. Multiple protocols are anticipated, both from the contractor investigators and from NIAMS researchers. Achieve and maintain quality control of protocol implementation and data collection, including appropriate data management plans and procedures. Coordinate with the NIAMS and participating investigators in the use of the NIAMS clinical database and any other databases directed by protocol. Encourage other orthopedics and other medical specialists to develop working relationships with the researchers participating in the protocols. The purpose of this contract is to distribute as widely as possible the benefits of the orthopedic surgery outcomes innovations and techniques. The facilitation of such working relationships will be an important element in furthering that purpose. Establish a mentoring committee to provide guidance related to research activities. Clinical Research/Human Subjects: Clinical research activity performed at the will be conducted under the auspices of the National Institute of Arthritis, Musculoskeletal and Skin Diseases, and shall be subject to the review and approval of the NIAMS Board of Scientific Counselors and the NIAMS-NIDDK IRB. For research conducting outside of the NIH Clinical Center, Contractor’s Institutional Review Board shall approve all clinical protocols prior to their being performed on human subjects and notice of this approval shall be provided to the Contracting Officer. This notice serves as a market survey in accordance with FAR 10, to determine the availability and technical capability of qualified small businesses that have the expertise required to perform the following task/services as stated in this announcement. This market survey is being conducted through FedBizOpps in order to reach the widest possible audience and to gather current market information Based upon the responses to this market survey, the Government will determine if the requirement is suitable for competition on a restricted basis to small business, or on an unrestricted basis. The Government anticipates that there will be one performance based service contract awarded for this requirement. The proposed period of performance is April 2009 through April 2010. The proposed level of effort is 415 direct labor hours. If your organization has the potential capacity to perform these services, please provide the following information: 1) Organization name, address, e-mail address, web site address, telephone number, type of ownership for the organization, i.e., Large Business, Small Business, Small Disadvantaged Business, 8 (a), Woman-Owned, Historically Underutilized Business Zone (HUBZone) Concern, Veteran, or Disabled Veteran; 2) Business size information which states, the business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and whether or not the firm has been approved as a small business by the SBA under the applicable NACIS code; and 4) Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. The Government will evaluate technical capability using the following Evaluation Criterion: 1) Shall possess a national and international reputation for outstanding basic and clinical research. 2) Shall have a history of leading basic and clinical research teams at an academic medical center. 3) Shall be experienced in epidemiology and outcomes research. 4) Shall have a record of productivity as demonstrated by publication in peer-reviewed journals and presentation of work at national and international meeting. This request for capability information does not constitute a request for proposals; therefore, any response to this market survey is voluntary; the Government assumes no financial responsibility for any costs incurred. Interested firms responding to this survey are encouraged to structure capability statements in the order of the areas of consideration noted above. Please provide two (2) printed copies and an electronic copy of a tailored capability statement, which should not exceed ten pages in length, excluding resumes. In addition, the capability statement must provide sufficient details to determine the technical capability of your firm.
