- Description
- NASA/GSFC has a requirement for services in support of The Airborne TopographicMapper(ATM)for the ICESat Gap-filler Project. Support Tasks and Technical Requirements:Task 1 -Provide support in the planning phase for the selection of appropriate flightlines to collect the optimal data set for the Cryospheric Science Community. Providesupport for the logistical plans for remote deployments. Provide support for theinstallation of the ATM sensor suite on NASA sensor platform aircraft, and testing of thefunctionality of the sensor suite with ground testing and during a flight test.Task 2 - Provide support of the day-to-day operations in the field, including selectionof areas to be surveyed on a given day as a function of weather, crew duty schedules, andlocal airport schedules.Task 3 - Provide support following the completion of the deployment for processing andanalysis of data from calibration flights to develop mounting biases and calibrationtables, for preprocessing all of the data acquired during the deployment, for producingoutput products to be distributed to collaborators, and further analyze the data toproduce statistical and graphical output to indicate changes in the ice topography sinceearlier surveys. Implementation and operation of a standard data processing system shallbe supported. Experience with the ATM processing system and its software is essentialfor carrying out these tasks.Task 4 - Provide support following the completion of the data-preprocessing phase fordata Q&A activities. Generally this entails comparing data sets that intersect duringthe course of flight missions, and comparison of data collect this years with overlappingdata from the previous 16 years of ATM flights to Greenland.5. Support improvements and operation of the ATM Instrument and associated dataprocessing procedures and software. 6. Analyze ATM data and the design of ATM data products as related to the science needs.7. Support studies related to follow-on Gap-filler missions.NASA/GSFC intends to purchase the items from Krabill & Krabillpursuant to FAR 13.106 for the acquisition of supplies or services determine to bereasonably available from one source.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time on02/27/2009. Such capabilities statement will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
