- In accordance with AMS 3.2.1.2.1 of the Federal Aviation Administration Acquisition Management System (FAA AMS), industry is hereby notified that the FAA intends to extend the period of performance of contract DTFA01-03-C-00094 for a maximum of seven years, at an estimated cost of $1.5 million. The purpose of this survey is to determine if any other vendors exist who can provide the services described in the Statement of Work (SOW). This is not a solicitation and as such does not constitute a Request for Proposal, nor does it restrict the Government as to its ultimate acquisition approach. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice. The FAA Terminal Automation Group has a requirement to continue second level engineering support services to sites currently hosting the IDS-4 workstations. The FAA intends to award a contract to replace 2,230 IDS-4 workstations at all existing IDS-4 locations some time during CY 2009. Solicitation DTFAWA-09-R-00462 is expected to be awarded as that contract. Systems Atlanta Incorporated (SAI) designed, integrated, installed and currently maintains IDS-4 and owns all proprietary data rights. Services currently provided under the host contract include support sustainment, network reconfiguration, software upgrade, general support and site support. The intent of this agency is to decrease the amount of support services needed as the number of replacement systems are deployed to the field sites. This survey is to solicit statements of capabilities from all interested vendors. Furthermore, this survey will aid the FAA in its determination as to whether or not adequate competition exists. In order to make this determination the FAA requires the following information from interested vendors: a)Capabilities Statement - A Capabilities Statement which demonstrates the vendor's ability to provide the services in the attached SOW. This includes the vendor's ability to provide and maintain appropriate levels of experienced and qualified personnel capable of supporting existing IDS-4 workstations. b)Prior Experience with IDS-4 - For at least three past or current contracts for work similar in scope and complexity to that described in the attached SOW, vendors must demonstrate in narrative form (not brochures or catalogs), direct and recent experience and capabilities with the services and requirements of the SOW. c)Business Declaration - Vendors must complete and submit the attached Business Declaration form. The primary North American Industry Classification System Code (NAIC) for this requirement is 541511 Custom Computer Programming Services. Inclusive of the three items above, responses should not exceed 10 pages in length and all proprietary information should be clearly marked in the responses.
