Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W904TE-09-R-0005 and is issued as a Request For Proposal (RFP). All responsible sources may submit a proposal which shall be considered by the Agency. You must be registered in the Central Contractor Registration (http://www/ccr/gov/). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-29, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20081124. For informational purposes the North American Industries Classification System Code is 517410 Satellite Telecommunications. This requirement is unrestricted and only qualified offerors may submit proposals. The Program Executive Office, Enterprise Information systems, Technology Applications Office is requesting proposals for X-Band MicroSat Terminals identified below. Proposals must be for new items, refurbished items are not acceptable. This is firm-fixed price procurement and will be procured using commercial item procedures. Offerors are cautioned to examine this combined synopsis solicitation in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all respects. The Government intends to make award based on initial proposals, without opening discussions. However, the Government reserves the right to conduct discussions and to permit offerors to revise their proposals. The Government anticipates awarding multiple contracts resulting from this combined synopsis/solicitation to responsible vendors whose proposals, conforming to this synopsis/solicitation, offer the LOWEST PRICE TECHNICALLY ACCEPTABLE offers to the Government. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. The Government may award up to five (5) Firm-Fixed-Price contracts. Each of the awarded contracts will consist of two CLINs for a quantity of one (1) each, for a total award amount of two (2) each of the items to be delivered no later than May 1, 2009 and six (6) option CLINs with a quantity specified below to be exercised at the Governments desertion. The contract award decision for full and open competition will be determined based upon the evaluation of each offeror's complete proposal against the factors stated in the document entitled Evaluation Criteria. Description: The Contactor shall provide X-Band MicroSat Terminals. CLIN 0001 X-Band MicroSat Terminal 1 EACH Includes an integrated Hughes HX-series modem. Delivery is May 1, 2009. CLIN 0002 X-Band MicroSat Terminal 1 EACH Includes an integrated iDirect Evolution-series modem. Delivery is May 1, 2009 CLIN 0003 Option 1, X-Band MicroSat Terminal (with Hughes modem)- 1 EACH CLIN 0004 Option 2, X-Band MicroSat Terminal (with iDirect modem) - 1 EACH CLIN 0005 Option 3, X-Band MicroSat Terminal (with Hughes modem) - 2 EACH CLIN 0006 Option 4, X-Band MicroSat Terminal (with iDirect modem)- 2 EACH CLIN 0007 Option 5, X-Band MicroSat Terminal (with Hughes modem)- 5 EACH CLIN 0008 Option 6, X-Band MicroSat Terminal (with iDirect modem)- 5 EACH FOB Destination shall be Fort Bragg, NC 28310. The specific address required for shipment will be provided to the awardee at time of award. The following provisions and clauses will be incorporated by reference: FAR 52.209-6 Protecting the Governments Interest when Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment FAR 52.212-1, Instructions to Offerors Commercial Items; Quotes submitted shall contain the following information: Reference number, offerors name and contact information, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quotes shall also contain all other documentation specified herein: Period of Acceptance for Offerors - The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. FAR 52.212-2, Evaluation Commercial Items Offers shall be evaluated in accordance with the criteria contained in the X-Band MicroSat Terminal evaluation and instructions document provided upon email request to the Contracting Officer listed below. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to make no, one or multiple awards. Offeros must propose on the entire solicitation. Technical proposals submitted in response to this RFP should contain comprehensive responses to the requirements to enable the Government to determine the suitability of the offeror to meet the requirement. General statements that the offeror understands the requirement or simply restating the requirement as described in the RFP will not be accepted. FAR 52.212-3, Offerors Representations and Certifications Commercial Items an offeror shall complete only paragraph (l) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (k) of this provision. FAR 52.217-7, Option for Increased Quantity-Separately Priced Line Item The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days prior to the exercise of option. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
