- Aberdeen Proving Ground has a need to procure construction services for renovation of Building 316 located in the Aberdeen area of Aberdeen Proving Ground. The magnitude of construction is between $5 Million and $10 Million dollars. The procurement is restricted to eligible small business concerns and no other sources will be considered. The NAICS code and size standard for this procurement is 236220/$31 million dollars. The Government intends to make one award from the solicitation. Contractor shall provide all plant, labor, material, equipment, and transportation necessary to perform the work described in the specification entitled Renovate Building 316 For DOIM Aberdeen Proving Ground, Maryland. The following brief scope of work is provided only as a summary of the work required. All work shall be done in strict accordance with the contract specifications. Statement of Work, 1. Description of Work, 1.1 This work consists of furnishing all labor, supervision, materials, and equipment and performing all work necessary for the renovation of the information processing center located in Building 316. Building 316 is a 19,300 square foot, 2 story masonry facility built in 1934 as a warehouse that was converted to its present use in the 1970s, 1.2 Building 316 is located in the Aberdeen Area of Aberdeen Proving Ground, Maryland, 1.3 Work shall be phased to allow continued operation in portions of the building, 1.4. All work shall be complete by June 1, 2010, 2. Principle Features, 2.1 Demolition, 2.1.1 Remove asbestos containing floor tile, transite ceiling panels, mastic and sealer on ductwork, 2.1.2 Remove existing elevator, 2.1.3 Remove steel/masonry footings and foundations, concrete, slab on grades, and loading dock, 2.1.4 Remove the following: 2 each 750 kva transformers; 285 kw and 750 kw generators; UPS system and batteries; 800 amp automatic transfer switch; 800 amp switch; 4,000 gallon above ground fuel tank; secondary distribution assembly, sub power panels, and power distribution units (PDU); and lighting, 2.1.5 Remove concrete pad, sawcut pavement; remove 8-inch pavement, and bollards, 2.1.6 Sawcut and remove interior concrete floor slab for new electrical ductbank, 2.2 Site Construction, 2.2.1 Provide sediment and erosion control measures, 2.2.2 Provide and install new bituminous pavement, equipment pads, bollards, sidewalk, chain link fence and gate, 2.2.3 Provide and install: new 8-inch storm drain pipe and 4 precast structures; new 6-inch water pipe service; 178 linear feet of 8-way electrical ductbank; 100 linear feet of 12-way electrical ductbank; and 2 each 6x6x7 precast electrical manholes, 2.3 Architectural, 2.3.1 Provide and install approximately 15,000 square feet of insulated brick wall and 13,000 square feet of insulated metal stud walls, 2.3.2 Provide and install metal stairs with handrails, 2.3.3 Provide and install wall and roof insulation, 2.3.4. Replace storefront entrance, 2.3.4 Replace doors and hardware. Provide and install high security locks, 2.3.5. Replace windows with high security windows, 2.3.6 Provide and install resilient and ceramic tile flooring, carpet tiles, and rubber stair treads, 2.3.7 Provide and install approximately 4,800 square feet of 12-inch high and 3,500 square feet of 24-inch high access flooring, 2.3.8 Provide and install approximately 2,200 square feet of steel mesh in secure wall, 2.3.9 Paint walls and ceilings, 2.3.10 Provide and install new hydraulic elevator, 2 stop, 125 fpm, 2.4. Mechanical, 2.4.1 Remove all existing Computer Room Air Conditioning (CRAC) systems and building HVAC systems, 2.4.2 Provide and install 9 each 20-ton, 2 each 15-ton, and 2 each 12-ton CRAC systems, 2.4.3 Provide and install steam pressure reducing station, steam to hot water convertor, condensate pump, expansion tank, heating system pumps, piping, and controls, 2.4.4 Provide and install an outdoor, packaged, 12,000 cfm, VAV air handling unit with ductwork, piping, VAV boxes, DDC controls, and diffusers, 2.4.5 Provide and install a building automation system for monitoring and control of all HVAC systems in the building, 2.4.6 Provide and install approximately 10,000 square feet of wet pipe, 2,000 square feet of pre-action, and 7,000 square feet of FM-200 fire suppression systems, 2.4.7 Provide and install water closets, mop sinks, lavatories, emergency shower, water heaters, domestic hot and cold water piping, and sanitary drain, waste, and vent piping, 2.5 Electrical, 2.5.1 Remove a government owned 2,000 kw (4160 volt) generator and enclosure from an existing site in the Edgewood Area of APG, transport to Building 316 in the Aberdeen Area of APG (approximately 17 miles), install generator and enclosure at Building 316, and provide start up and commissioning of generator, 2.5.2 Provide and install a 4160 volt to 480/277 volt, 2,000 kVA, oil filled, pad mounted, transformer, 2.5.3 Provide and install an automatic transfer switch, 2.5.4 Provide and install a high voltage connection with fuses and disconnect to existing 33 kV, 3 phase, 3 wire, primary aerial line, 2.5.5 Provide and install a 2,000 kVA, 34.5kV/480 v, oil filled, pad mounted transformer, 2.5.6 Provide and install a 3,000 amp, outdoor type, main low voltage switchboard, 2.5.7 Provide and install approximately 63 CLF of 600 KCmil, 28 CLF of 400 KCmil, 33 CLF of 300 Kcmil, 14 CLF of 2/0, 7 CLF of #2, and 7 CLF of #4 copper stranded wiring, 2.5.8 Provide and install approximately 200 LF of 4.160V, 300 MCM and 3 CLF of 34.5 kV, 350 MCM cable, 2.5.9 Provide and install an Uninterruptible Power Supply with batteries: 1,600 amps, 480 volt, 3 phase, 4 wire, 65KAIC, 2.5.10 Provide and install 6 each PDUs: 200 amp, 480 volt, 3 phase, 2.5.11 Provide and install conduit, raceway, wiring, and dual circuited A-B receptacles for approximately 110 computer servers, 2.5.12 Provide and install new lighting, 2.5.13 Provide and install new fire alarm system, 2.5.14 Provide and install new security system with cameras, door card readers, and magnetic door switches, 2.5.15 Provide and install telephone, data, and cable TV systems, The contract will be awarded on a firm-fixed-price basis.
