Description
The United States Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB) or for small businesses. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for Drydock repairs to the USCGC FINBACK (WPB-87314), 87 Foot Patrol Boat. The USCGC FINBACK (WPB-87314) homeport is Cape May, NJ. All work will be performed at the contractors facility within the geographic restriction listed below. The planned performance period is Forty two (42) calendar days with an anticipated start date on or about 06 July 2009. The scope of work for this Drydock acquisition will include, but is not limited to: Routine Drydocking Provide Temporary Logistics Clean and Inspect Fuel Service Tanks Clean Grey Water Piping System Clean Sewage Piping System Clean and Inspect Sewage Collection Tank Clean and Inspect Grey Water Collection Tank Remove, Inspect, and Reinstall Propeller Shafts Repair Shaft Straighten Shaft Renew Intermediate Water-Lubricated Shaft Bearings Renew Aft Water-Lubricated Shaft Bearings Remove, Inspect, and Reinstall Propellers Perform Minor Repair and Recondition of Propeller Remove, Inspect and Reinstall Rudder Assemblies Preserve Underwater Body Renew Bearing Carrier Preserve Stern Tubes Renew Stern Tubes Renew Depth Indicating Transducer Modify and Renew Cathodic Protection System Renew Transducer Fairing Create Forepeak Void Preserve Forward Peak Compartment Inspect Sea Chest Riser Piping and Flanges Clean and Inspect Bilge Surfaces in Galley Preserve Bilge Surfaces in the Lazarette Clean and Inspect Simplex Sea Strainers Realign Main Engine/Reduction Gear Repair Engine Room Soft Patch Inspect RHIB Notch Skid Pads Perform Ultrasonic Thickness Measurements – Freeboard Hull Plating Perform Ultrasonic Thickness Measurements – Underwater Hull Plating All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued as a small business set aside. However, in accordance with FAR 19.1305, if your firm is HUBZone certified or FAR 19.1404, if your firm is SDVOSB or a small business concern and intends to submit an offer on this acquisition, please respond by e-mail to Stephen.a.clark@uscg.mil or by fax (757) 628-4675. Questions may be referred to Stephen Clark at (757) 628-4645. In response, please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside or SDVOSB Small Business, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27 or Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. GEOGRAPHICAL RESTRICTIONS: This requirement is restricted to a drydock facility within 300 Nautical Miles of the Cutters homeport in Cape May, NJ. Your response is required by March 5, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-owned Small Business set aside and small business set aside. Failure to submit all information requested may result in no set-aside. A decision on whether this will be pursued as a HUBZone, SDVOSB small business or a Small Business set aside will be posted on the FedBizOps website at http://www.fbo.gov.
