Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) which have the capability to assist in implementing health care marketing of products and tools at the Agency for Healthcare Research and Quality (AHRQ). Sources must have the capability to fulfill the overall goal of the potential contract to conduct KT/Implementation activities so that selected target audiences put AHRQ’s products, tools, and research into practice. The contractor needs to provide a broad array of support services based on AHRQ needs. AHRQ’s Knowledge Transfer/Implementation program is intended to accelerate the implementation of AHRQ’s evidence based products, tools and research findings into the health care system. AHRQ has identified the key groups that will be targeted as candidates for actual implementation of its products, tools and research findings and has been developing strategies that assist key target audiences to implement those research findings that hold the most promise to their respective organizations. AHRQ’s KT/Implementation projects will reflect the mission and policy emphases of AHRQ. The nature of the products used and the complexity of the health issues to be addressed will directly impact project strategy, tactics and time lines. Tactics used in current projects include, but are not limited to, personal contact with a specific target audience by phone or e-mail; on-going follow up; cold calls as necessary; webinars or teleconferences with AHRQ staff, grantees or contractors serving as knowledge experts to explain a specific piece of AHRQ research; one on one technical assistance; group technical assistance; on-going contacts with target audiences to facilitate actual use of AHRQ research; speaking engagements by AHRQ staff at meetings of key organizations; learning networks composed of different organizations to contribute to the actual use of AHRQ research; and partnerships with key organizations to disseminate and help implement AHRQ research with an organization’s membership. Over the past several years, AHRQ has focused more on producing impact from its evidence based research findings - encouraging target audiences to put research findings into practice rather than simply disseminating or transferring information. We are seeking “actual use” of AHRQ’s materials by those who actually deliver care or by those who make policy determinations. The specific goals of the program are: •To enhance awareness among key target audiences about AHRQ’s evidence based product’s tools, and research findings. •To increase knowledge among these audiences about the suite of AHRQ tools available for their use. •To assist these target audiences in the actual implementation of AHRQ tools, research and products. •To provide feedback to AHRQ regarding the successes and barriers that these target audiences are experiencing in implementing AHRQ materials. •To give feedback to AHRQ about the kinds of research the target audience needs to provide high quality care. •To develop impact case studies showing how target audiences have actually disseminated and implemented specific products. Organizations should demonstrate their expertise in marketing products to specific target audiences, particularly consumers,, clinicians, health care decision makers, and policy makers, including personal, one on one technical assistance and follow up. Specifically, organizations must be knowledgeable in tactics that include, but are not limited to, personal contact with a specific target audience by phone or e-mail; on-going follow up; cold calls as necessary; webinars or teleconferences that explain a specific piece of research; one on one technical assistance; group technical assistance; on-going contacts with target audiences to facilitate actual use of research; speaking engagements by staff at meetings of key organizations; learning networks composed of different organizations to contribute to the actual use of research; and partnerships with key organizations to disseminate and help implement research with an organization’s membership. Key staff at the Project Director level should hold, at a minimum, a graduate degree in the health care or communications field and have extensive experience in program management. An understanding of knowledge transfer research and implementation is necessary. Key staff shall demonstrate total work experience which includes: 1) Corporate experience in the health care field or with a wide array of health care issues in progressively supervisory positions 2) Demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse marketing and implementing professionals Other key staff should hold at a minimum, a masters degree in health and human services-related specialty or a degree in marketing and communications and total work experience in the health services research field, health care, knowledge transfer, marketing and implementation, or social marketing; Organizations shall also demonstrate the following: •Skill in marketing and disseminating information products for diverse audiences; •Knowledge of AHRQ programs and portfolios •Demonstrated skills in organizing and monitoring complex projects conducted by groups of diverse professionals •Able to either hire or have access to staff who are qualified in the health care field and experienced in making presentations to executive decision makers •Demonstrated experience working with one or more target audiences, including clinicians, consumers,, health care system decision makers purchasers decision makers, and policy makers •Ability to conduct knowledge transfer/implementation activities so that targeted audiences put AHRQ tools, products, and research into practice •Ability to translate AHRQ research, products, and tools into language accessible to potential implementers of health care improvement practices. Capability statements should be tailored to this request and identify the source’s capabilities to complete this requirement, including information on key staff experience and a description of corporate experience with similar projects.
