Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce onLine (NECO) site located at http://www.neco.navy.mil. While it is understoodthat FBO is the single point of entry for posting of synopsis and solicitationsto the internet, NECO is the alternative in case FBO is unavailable. Please feelfree to use either site to access information posted by the Naval Sea SystemsCommand. The Naval Undersea Warfare Center Division, Newport intends to award ona sole source basis a Firm Fixed Price type contract to Penn State Universityfor a study to explore options for altering the visual characteristics of thePhotonics Mast without affecting the radar cross section (RCS) and embeddedantenna performance. The period of performance is six months from the date ofaward. Penn State's Applied Research Laboratory is a national expert in thearea of the research and development of radar ab! sorbing structures and embedded antenna elements and are the only knownorganization that has the expertise to conduct the requisite study The proposedcontract action is for supplies and services for which the Government intends tosolicit and negotiate with only one source under the authority of FAR 6.302.Interested persons may identify their interest and capability to respond to therequirement or submit proposals. This notice of intent is not a request forcompetitive proposals. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. Additional details will be provided upon issue of RFQN66604-09-Q-2187, which, in accordance with FAR 5.203(a) & (h), is anticipatedto be on or about 02/25/2009.
