COMBINED SYNOPSIS/SOLICITATION FOR TURBINE NOZZLE SEGMENT FOR F108 ENGINE NSN 2840-01-184-8631PN, PN 1475M35P01 And/Or NSN 2840-01-546-9002PN, PN BLC1475M35P02 First Article Requirement PR# FD2030-09-80887 Solicitation: # SPRTA1-09-R-80887 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number SPRTA1-09-R-80887 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS). The associated NAICS code is 336412. The government anticipates award of a firm fixed price contract. The evaluation factors for this RFP are technical capability and price. The government intends to make award to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with the Federal Acquisition Regulation, and whose proposal conforms to the solicitation requirements. The cost to the Government for first article testing and approval shall be a factor in the evaluation of this solicitation. The factor to be used in evaluation is $5,000.00 The Government intends to award one contract as a result of this solicitation. An offer will be considered non-responsive if technical acceptability is not met and may be considered non-responsive if delivery is not met. DESCRIPTION OF REQUIREMENT: CLIN 0001 Turbine Rotor Blade (New Manufactured) NSN 2840-01-184-8631PN, PN 1475M35P01, AMC: 3Z And/Or NSN 2840-01-546-9002PN, PN BLC1475M35P02, AMC: 3D High Pressure turbine blade is made of high temperature nickel allow with a high strength to weight ratio. It is a single shank design. The blade has a hollow core which allows internally coolingas compressor discharge air flow through holes in the blade. It assists the HPTR in driving the compressor rotor as high temperature combustion air is forced through the HPTN assembly. CLIN 0001AA Proposal A - First Article - Same as 0001 Qty: 1 Lot Not Separately Priced First Article First Article Unit to be expended during testing. Ship To : FY2303 Inspection/Acceptance : Destination FOB : Destination Required First Article Delivery : 120 days after receipt of Order Disposition of First Article : Residual components of approved First Article will be disposed by the Government. Residual components of disapproved First Article will be retained buy the USAF pending disposition instructions from the contractor. CLIN 0001AB Proposal A - First Article - Same as 0001 Qty: 2 ea First Articles Ship To : FY2303 Inspection/Acceptance : Destination FOB : Destination Required First Article Delivery : 120 days after receipt of Order Disposition of First Articles : Approved First Article will be forwarded to USAF Supply. Disapproved First Article will be retained buy the USAF pending disposition instructions from the contractor. CLIN 0001AC Proposal A - Production Articles - Same as 0001 Est Qty : 705 ea Range : Min 177 ea and Max 1059 ea Production Articles Inspection/Acceptance : Origin FOB : Origin Required Production Articles Delivery : 705 ea on or before 28 Feb 10 CLIN 0001AC Proposal B - Production Articles - Same as 0001 Est Qty : 707 ea Range : Min 177 ea and Max 1061 ea Production Articles - First Article Not Required Inspection/Acceptance : Origin FOB : Origin Required Production Articles Delivery : 705 ea on or before 28 Feb 10 Note 1 : Contractors are to propose on both Proposal A and Proposal B. Failure to propose on both proposals may result in that proposal being declared non-responsive. Note 2 : The Government may accept Proposal A or Proposal B depending upon which alternative is most advantageous to the Government, Price and other factors considered. CLIN 0002 (New/Unused Government or Commercial Surplus-Same as 0001) Est Qty 707 ea Range : Min 177 ea and Max 1061 ea NSN: 2840-01-344-3233PN, PN 305-390-308-0 AMC: 4Z SURPLUS NOTES: Surplus material shall be new/unused material and acceptance inspection shall be conducted at contractor's facility by DCMA/QAR. Commercial off-the-shelf (COTS) surplus parts supplied by surplus vendor shall have the original FAA Form 8130-3 or Certificate of Conformance with appropriate documentation annotated by the OEM's manufacturing source. An incomplete, altered or incorrect FAA 8130-3 and/or Certificate of Conformance is unacceptable as an Airworthiness Release Record. A surplus vendor is a supplier not the manufacturer of subject part and cannot verify part meets FAA design and airworthiness standards. No commercially repaired, reconditioned or modified surplus COTS material will be authorized and/or acceptable for use in Military F108-CFM56-2B engines. FAA-PMA manufactured new/unused replacement parts that were approved for production under these methods, FAA designees, DER, DOA, DAS and etc, an approved SAR package or 537 ACSS Engineering approval prior to acceptance inspection. PMA P/Ns are identified with either prefix/suffix to differentiate from OEM P/N and are not acceptable without prior approval. ATA Spec 106 is not an FAA acceptable form of surplus material and will not be acceptable. RESPONSE DATE: 2 Mar 09 @ 5pm CST DESTINATION: USAF - TAFB QUALIFIED SOURCE: Competition is limited as only two responsible sources exist and no other supplies will satisfy agency requirements. CFM International and Belac LLC are currently the only qualified sources who can manufacture this part. The Government does not have rights to P/N 1475M35P01 or P/N BLC1475M35P01 manufacturing, production or process data. Specifications, plans or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Qualification Requirements do not exist.
