Description
NOTICE: Only local sources will be considered under this solicitation. Local sources are sources (e.g., corporations or partnerships) that are physically located in Japan and authorized (i.e., licensed and registered) to perform in Japan, the type of work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do work in Japan and possess necessary licenses and permits to perform work required under this solicitation. PROJECT INFORMATION: Indefinite Delivery/Indefinite Quantity (IDIQ) Services for Disposal of Polychlorinated Biphenyl (PCB) and PCB Contaminated Materials, Okinawa, Japan. Services required to document, quantify, and properly process for disposal of hazardous waste generated during removal and replacement of electrical equipment. The principal hazardous material of concern is PCB contaminated dielectric fluid oil found in electrical transformers and cables. The general tasks consists of periodic hazardous material management activities (site visits: contractor personnel shall visit the facilities at least a minimum of two times a month or more as necessary to conduct their operations), hazardous material handling, data base management, and submittal of a monthly progress report. The work shall be conducted in accordance with the Japan Environmental Governing Standards (JEGS); Section 6 (Hazardous Waste), Section 14 (Polychlorinated Biphenyls) and Section 18 (Spill Prevention and Response Planning). The Government will provide the items (forklift, PCB stickers, PCB labels, storage buildings, sampling materials, drums, wooden pallets, packing materials, etc.) as Government Furnished Materials. The contractor shall furnish all labor, management, supervision, equipment, tools, materials, supplies, incidental engineering and transportation necessary to perform services. Services consist of base year and four (4) option periods of one (1) one year. The solicitation will be issued on or about 6 March 2009. SOLICITATION INFORMATION: Solicitation documents will be provided on Compact Disk-Read Only Memory (CD-ROM). Only one (1) copy of the CD-ROM will be provided to applicants who indicate their interest by submitting the following information to the Point of Contact (POC) listed on this page via e-mail. a.Company Name. b.Company Address: Please also provide your address in Japanese (Kanji writing). c.Phone and Fax Numbers. d.E-mail Address. e.Point of Contact. f.Desired Method of Delivery (Pick-up or Door-to-Door Delivery Service). Applicants may pick-up the CD-ROM at Room No. 147, Building 250 (U.S. Army Engineer District, Japan Building), Camp Zama, Kanagawa-ken, Japan (due to heightened security, if you desire pick-up, please make prior coordination via telephone). If door-to-door delivery service is desired, the door-to-door company shall be paid for its services by the applicant (cash-on-delivery “chaku-barai).
