Description
Fleet and Industrial Supply Center, Pearl Harbor, Regional Contracting Department intends to issue a solicitation for the Fleet Area Control & Surveillance Facility (FACSFAC) Systems. The solicitation will be for commercial items prepared in accordance with FAR 13 and the format in FAR 12.6, as supplemented with additional information included in this offer. FACSFAC Systems are operated and maintained by Naval Region Hawaii and are principally located at Ford Island, Waimanalo Ridge and Mount Kaala on the island of Oahu, Hawaii, and sites at Mount Kokee on the island of Kauai, Hawaii and Mount Haleakala on the island of Maui, Hawaii. Site equipment includes the following Microwave and Communication systems equipment: (a) Navy AN/WSC-3 UHF Communication Sets (including satellite and line-of-sight); (b) UHF Demand-Assigned Multiple Access (DAMA) radio; (c) AN/VSQ-125 Tactical Digital Information Link (TADIL); (d) Antenna structures and tower equipment; (e) AN/GRC-17! 1, UHF Radio Set; and (f) AN/GRC-211, VHF Radio Set. Site equipment includes the following Air Traffic Control system equipment: (a) C-103-2065 Flight Data Input/Output (FDIO); (b) C-103-2118 AN/FSC-104(v) Standard Emergency Communication System; (c) C-103-2017 ETVS hardware equipment (Ground to Air Communication System); (d) Air Defense Systems Integrator (ADSI); (e) Visual Information Display System (VIDS); (f) Navy AN/FSC-127(v) Enhanced Terminal Voice Switch (ETVS); (g) RVCS (Advanced Integrated Recorder) Air Model 2000; (h) ALCATEL MDR 6000 (7.5mHz) Microwave Telecommunications System; (i) Multi-Plex 4000 Digital Multi-Plexer (Video Data Splitter); and (j) CM-200 ATC XMTR/RCVR. Site equipment also includes the Global Command and Control System-Maritime. The Government intends to award a fixed price contract that will be incrementally funded. This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must! be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. The contractor shall provide all labor, supervision, management, and other items necessary to maintain existing FACSFAC systems on the island on Oahu, with up to twice a year to Mount Kokee, Kauai. This includes performing regular preventive maintenance (PM), repair work, emergency service calls and other work of an unforeseen nature associated with maintaining the system in continuous operating condition, 24 hours a day, 7 days a week. The work shall be performed at Ford Island, Waimanalo Ridge and Mount Kaala on the island of Oahu, Hawaii and with sites at Mount Kokee on the island of Kauai, Hawaii and Mount Haleakala on the island of Maui. The period of performance will be for a base period of six months and four one-year option periods. The total term of the contract, including all options, will not exceed 60 months. If the Government does not award a follow-on contract in time, the Government may require! the contractor to continue performance for an additional period up to six months under FAR Clause 217-8, Option to Extend Services. The Government will not synopsize the options when exercised. This is a follow-on effort to Contract N00244-08-P-1354. The NAICS code is 811213 and the business size standard is $6.5 million. The solicitation will be issued via the Internet at the Navy E-Commerce website at https://www.neco.navy.mil/. Amendments and notices will also be posted on the NECO website. This will be the normal method of distributing amendments; therefore, it is the offeror's responsibility to check the website daily for any amendments and other information pertaining to this solicitation. The solicitation will be available in electronic format only. Paper copies of the solicitation will not be provided. Important Notice: Offerors are required to register in the Contractor Central Registration (CCR) prior to completing their Representations and Certificatio! ns (Section K of the RFP) in the ORCA, an on-line system located on the Internet at http://www.bpn.gov. You are encouraged to register as soon as possible. Proposals will be due approximately 14 days from the solicitation issue date. Solicitation will be issued on/about February 27, 2009. Approximate award date is late-March 2009. Contract start date is April 1, 2009.
