Description
This is a sources sought notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought notice will be used by the government to make appropriate acquisition decisions. The United States Army Corps of Engineers (USACE) Walla Walla District is issuing this notice to measure the interest and availability of large or small business concerns that are capable of designing and fabricating a portable personnel hoist for McNary Dam located at Umatilla, OR. The NAICS code for this procurement is 333923 with a size standard of 500 personnel. This requirement is for a fully engineered and standard compliant personnel hoist system. This system shall include all required operating components including a personnel basket, test weight, air hoist, portable lifting frame, and all rigging hardware needed to comply with the listed standards. The hoist and frame shall also be rated for equipment transport up to 3500 pounds. The intent of this system is to safely transport personnel from the generator floor through a watertight hatch into the turbine scroll case approximately 70 feet below. All components and systems shall conform to the requirements of the following standards: EM-385-1-1, ANSI A10.22, ANSI A10.5, and ASME B30.7. This hoisting system shall be designed by a qualified engineer with experience in the design of personnel hoisting systems. The design shall be stamped by a professional engineer registered with his or her home state. This hoisting system shall be fabricated and tested by a company with experience in and in the business of the fabrication and operation of personnel hoisting systems. The In order to determine the extent of industry interest and experience in the requirement, interested firms shall present the following information: (1) Data Universal Number System (DUNS) number and CCR CAGE code; (2) socio-economic classification(s) (e.g., large business, small business, 8(a), HUBZone, small disadvantaged business, etc. as they relate to NAICS code 333923; (3) A brief resume of the designer's personnel hoist experience. This resume shall include the designers total number of years experience with personnel hoist equipment, and a description of 3 personnel lift systems designed by the designer and then fabricated from these designs; (4) A brief resume of the fabricator's personnel hoist experience. This resume shall include the fabricator's total number of years experience with personnel hoist equipment, and a description of 3 personnel lift systems built and installed by the fabricator; (5) Any other pertinent information. The response to this notice shall be in summary format and shall not exceed twenty (20) pages. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to Mark Jones at mark.t.jones@usace.army.mil. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Responses should be received by 2 March 2009.
