- The U.S. Coast Guard intends to procure TUITION FOR CHANGE MANAGEMENT CERTIFICATION COURSE. (SEE NOTE 22) This proposed procurement is for supply for which the government intends to solicit and negotiate on a sole source basis to PROSCI INC, 1367 S GARFIELD AVE. LOVELAND, CO 80537. BACKGROUND: The United States Coast Guard (SCG) faces significant challenges that require us to think and act differently if we are to sustain the tremendous pace of change activities and our operational excellence. Our command and control structures, support systems, and business practices have failed to keep up with our rapid growth. To meet the challenges and threats of the 21st Century, we are reorganizing our command and control structure and realigning our support systems. While planning and executing this reorganization, we are evaluating and implementing new processes to account for work and measure workload improve financial management systems, and manage workforce competencies, among other initiatives. Organizational change is always difficult; executing significant organizational change without a reduction in effectiveness of day-to-day accomplishments is an enormous USCG challenge. The Leadership Council recognizes that managing change is not, and is not likely to become, a core individual competency. The Organizational Performance Consultants (OPCs) and Knowledge Management and Metrics Specialists (KMMS) pay a key USCG role as change enablers. To meet this nee, and as part of their qualifications system, OPCs and KMMS are required to be trained and certified to use and help others use these easy, structured, integrated, change management tools. This acquisition is not a continuation of a previous effort. This is required training and certification for USCG OPCs and KMMS. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
