Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) using contract negotiation procedures in FAR 15. This procurement will result in the award of a firm-fixed-price construction contract. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. This project is for the replacement of Fuel Tanks at Heckscher Drive, Jacksonville, FL. This project consist of the demolition and construction of seven steel above ground bulk fuel storage tanks and replacing five with new similar sized tanks at the same location. The project will also remove the underground piping from the pump station located at the intersection of Second Street and B Road to the last of the bulk storage tanks along B Road, and replace it with above ground piping. The existing tanks ! to be replaced consist of five 80,000 barrel tanks (Tanks 1, 2, 3, 6 and 7); the existing tanks not being replaced consist of two 20,000 barrel tanks (Tanks 8 and 9). The new 80,000 barrel tanks will contain JP5 fuel. Project magnitude is between $25,000,000 to $35,000,000 with a total construction schedule of 36 months after contract award. The liquidated damages for this project are $14,950 per calendar day of delay. The NAICS code for this procurement is 237120 with a size standard of $33,500,000. This will be an electronic solicitation, which can be download from the NECO web site at https://www.neco.navy.mil/, under business opportunities. Please be sure to register for NACFAC UIC N69450, to receive notification of amendments. Register also on the planholders list for this project. This solicitation will be available on or about 10 Mar 2009. There will be a pre-proposal conference visit on or about 25 Mar 2009. The solicitation package will have the exact dates.
