- The Department of Veterans Affairs (VA), Office of Construction & Facilities Management is looking for an environmental consulting firm to evaluate the adequacy and relevance of the existing Department of Veterans Affairs (VA) implementing regulations codified as 38 Code of Federal Regulations (CFR), Part 26 - "Environmental Effects of the Department of Veterans Affairs (VA) Actions" in accordance with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321, et. seq.) and the Council on Environmental Quality (CEQ) regulations implementing NEPA (Title 40 CFR Parts 1500-1508). The objective is to clarify and revise the Agency's NEPA procedures to incorporate Council on Environmental Quality (CEQ) guidance and to better align Agency NEPA regulations and procedures with decision making processes. VA is comprised of three administrations: Veterans Health Administration (VHA); Veterans Benefits Administration (VBA); and National Cemetery Administration (NCA). The Contractor shall use information generated to update and prepare draft VA NEPA regulations for approval and submittal to Office of Management and Budget (OMB) and CEQ for review and approval. After approval of the draft regulations, the Contractor shall assist VA in development of a preamble and publishing a Federal Register notice to solicit public comments on the draft regulations. Any comments received shall be incorporated by the Contractor into a final document for ultimate approval and adoption. The proposed new regulations shall be written to include the most current environmental laws, regulations, Executive Orders, and other relevant guidance as set forth by the President's Council on Environmental Quality (CEQ). The firm must be a firm approved under NAICS Code 541620 with a small business size standard of $6.5 Million and must have experience in assisting federal agencies to update agency NEPA procedures. Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received
