- Description
- Project consists of the construction services to Remodel 4th Floor SW Corner (VA Project 605-316); Remodel 2nd Floor NW Corner for Mental Health (VA Project 605-317) and Renovate 1st Floor Primary/Speciality Care (VA Project 605-321), Loma Linda Healthcare System, Loma Linda, California 92357. The work requirements to include, but not limited to the following: removal of existing building interior finishes, building interior site clearing, concrete, masonry, structural, carpentry, interior work, mechanical, electrical, communications, HVAC, painting, building appurtenant work, infectious desease control, phasing of work in an operational hospital environment, and coordination with hospital. Information about the time and location of the site v isit will be found in Section 00100 of the specifications. Type of award: Firm-Fixed Price construction contract. This procurement will be conducted under FSC Code: Y142, NAICS Code: 238990, Commercial and Institutional Building Construction, $14.0 M average annual gross revenue for the last three (3) fiscal years. The estimated cost range of this procurement is $5,000,000 - $10,000,000. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business firms as per Federal Acquisition Regulation Clause 52.219-27 entitled "Notice of Total Service-Disable Veteran-Owned Small Business Set-Aside." The acquisition method is best value Lowest Price Technically Acceptable LPTA negotiated procurement. Offerors will be required to submit both a technical and a price proposal. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. It is the Government's intent to award based on initial offers without discussions; therefore, the offerors shall submit their best technical and price proposals. Evaluation factors may consist of the following: Experience on similar contracts; past performance on similar contracts; technical approach, methods and procedures; corporate management structure; capability to manage and control project; key personnel; present workload; and offeror's succession plan. Solicitation documents will be available on or about March 11, 2009 ALL OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME PRIOR TO AWARD.
