- The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience design of converting steam systems from High Pressure to Low Pressure systems. The selected firm shall provide all technical services to include architectural, mechanical, structural, and electrical design as necessary for design and development of project drawings, specifications, and construction period services for Project 436-10-101, Convert to Low Pressure Steam PH I. The project scope is to prepare drawings and specifications to convert to Low Pressure Steam as per recommendation of completed Low Pressure Steam Feasibility Study. Site location is 3687 Veterans Drive, Fort Harrison, Montana. The estimated construction range is between $500,000 and $1,000,000. Selection criteria is as follows in descending order of importance: (1) professional qualifications of the firm's staff and consultants assigned to the project; (2) previous experience of the firm, both prime and consultants, in design and construction of similar projects and working on VA and/or Government facilities; (3) geographically located within a 250 mile radius of the VA Medical Center, Ft Harrison, MT; (4) Proposed management plan of design team; (5) Proposed design approach for proposed project; (6) Estimating effectiveness; (7) project control for schedule and cost; and (8) misc experience (Energy, Value Engineering, etc). All interested firms are required to submit three (3) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown below no later than 3:30 p.m. (local time), Friday, March 27, 2009. Solicitation VA-259-09-RP-01172 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
