Description
U. S. Special Operations Command (USSOCOM) intends to conduct a competition after exclusion of sources for an Aircraft Occupant Ballistic Protection System (AOBPS). The present phase of the competition is for a System Development and Demonstration (SDD) with an option for aircraft specific sample armor sets. The successful offeror(s) from this limited competition, depending on the outcome of the SDD phase, may be invited to submit proposals for procurement of Low Rate Initial Production (LRIP) quantities with an option for Full Rate Production (FRP). This competition after exclusion of sources is based upon the authority of 10 U.S.C. 2304(c)(1); that supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Per previous announcement on November 20, 2008 made available through the Government Point of Entry (GPE), this competition is limited to those firms who have demonstrated through a government live-fire test event held in January 2009 that the company can achieve minimum ballistic and areal density requirements as stated in the November 20, 2008, announcement. The Government anticipates the contractual efforts will generate classified information. Therefore, successful offeror(s) must have a facility/storage clearance AND appear in the Defense Security System database as having such a facility clearance. Participation of foreign sources as subcontractors is subject to approval, authorization or licensing procedures. The Solicitation is estimated to be released on 13 March 2009. This notice of intent is not a request for competitive proposals. The Government’s acceptance of this information is solely for the purpose of determining whether to conduct an open, competitive procurement. Solicitation will not be made available through the GPE.
