Description
This is a SOURCES SOUGHT notice. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to provide services as part of a construction project that shall include, but not be limited to the conversion and retrofitting of eight (8) buildings from a central, high pressure steam generation and distribution system into a hot water heating distribution system at the Department of Veterans Affairs Aleda E. Lutz Medical Center Campus in Saginaw, Michigan. The work will include construction of three new hot water boiler plants (total minimum output approximately 24,000 MBH) around the campus to re-feed eight buildings with heating hot water instead of high pressure steam. The main boiler plant will consist of the construction of a 2 story brick masonry building (approximately 5000 square feet in size) with a basement and would be supported by a structural steel frame. The second and third boiler plant locations will be within the basements of two existing buildings. In addition, the project requires demolition of existing distribution lines and equipment in the existing boiler plant. The work will be completed in phases in order to maintain heating service to all buildings and minimize disruption of hospital operations throughout the construction process. The contract will have one twelve-month duration. The estimated award date of the contract is August 2009. The North American Industrial Classification System (NAICS) code is 238220, which has a size standard of $14,000,000 in average annual receipts. The project requires knowledge of boiler plants, hot water distribution systems, fuel storage tanks, hospital building construction and electrical systems. This is NOT a request for proposals. This announcement is for planning purposes only. In order to determine the extent of industry interest and experience in the requirement, interested contractors shall present the following information: a brief overview of the firm's capabilities and experience on projects similar in scope and cost magnitude to this program; and any socio-economic classification(s) (e.g., large business, small business, small disadvantaged business, etc.) as they relate to NAICS code 238220. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed two (2) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to Contracting at LRE-QUOTES@usace.army.mil Darryl.k.Williams@usace.army.mil Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 9 March 2009. Responses should include: (1)Identification and verification of the company to be certified by the Small Business Administration as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, (2)The level of performance and payment bonding capacity that the company could attain for the proposed project, (3)Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. (4)A statement of which portion of the work that will be self performed, and how it will be accomplished.
