Description
The Uniformed Services University of the Health Sciences (USUHS) Bethesda, MD intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1), with Cellular Technology Limited, Shaker Heights, OH, for an ImmunoSpot S5 Core Analyzer. This item is being procured as a commercial item in accordance with the procedures in FAR Pt. 12, Acquisition of Commercial Items, and FAR Pt.13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 500 employees. In accordance with FAR part 13.106-1(b)(1), Soliciting from a single source, for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The requested item will be used for research at USUHS. The Analyzer is required for two major projects to evaluate T and B cell responses induced by the HIV vaccines. One of the projects that is already underway is aimed at evaluating B cell responses from a HIV immunogen vaccination. This project will look at HIV specific immunoglobulin's made by B cells and the CTL analyzer is needed to perform these assays. The second major project will evaluate T cell responses as a result of a DNA and MVA vaccination. The T cell responses evaluated will look for two (2) cytokines being produced and the CTL analyzer is required for evaluating these responses. The data generated by the CTL analyzer for the two (2) projects mentioned above will be compared with data previously generated at the Vaccine Research Center at National Institute of Health (NIH) using the same model CTL analyzer. An extensive amount of data was collected at the Vaccine Research Center and the data that will be generated from the current studies will have to be comparable to the previous studies as these are vector based vaccine studies. This is not a request for quotes and a solicitation package will not be issued.
