Description
Synopsis for PASS Schedule IV This effort is for competition of a National Guard Bureau (NGB) Professional and Administrative Support Services (PASS) contract. The purpose of the PASS contract is to enhance mission capability through the Army/Air National Guard and as such, the contract supports the 48 contiguous states and the District of Columbia (possibly to include Alaska and Hawaii). The Government intends to award one single award Firm Fixed Price, labor hour and cost Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year plus four option years for the performance of Program Management and Administrative Services (professional and non-professional). The estimated value for the full contract term of 5 years is $90M. The North American Industry Classification Systems (NAICS) code is 541618. Within the category, there are both professional (exempt) and non-professional (non exempt) service descriptions. All services are non-personal in nature. This procurement includes the socio-economic set-aside for award to an 8(a) program small business, providing sufficient qualified offerors present proposals. Businesses who anticipate proposing as a joint venture (JV) with a large business shall be required to provide the Small Business Administrations approval of their joint venture with their proposal submission. The Government intends to issue a solicitation, which will result in a best value award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFAR Part 215.3, Source Selection. Evaluation factors include, but are not limited to, Technical (experience and capability, management practices and approach), Past Performance and Price. The proposals will be submitted in written format. The Government intends to award without discussions; therefore, the offerors initial proposal shall contain its best terms. The solicitation will be available on or about 6 March 2009. The solicitation and associated information will be available at the following website: http://www.nationalguardcontracting.org/ebs/advertisedsolicitations.asp. All contractors and subcontractors interested in the PASS contract must register at this website. The currently scheduled date for the pre-proposal conference is 11 March 2009 at 1:00 p.m. local time at Selfridge Air National Guard Base, Mt. Clemens, MI. All interested offerors are encouraged to attend and should register in advance in accordance with the requirements to be provided in the solicitation for clearance to the base. Directions and instructions for entering the base will be provided in the solicitation package. The solicitation closing date is schedule on or about 7 April 2009. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Offerors can register via the CCR website at http://www.ccr.gov or by contacting the CCR Information Center at (888) 227-2423. Interested offerors are required to submit their representations and certifications online at http://orca.bpn.gov. Offerors will need their DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Award is anticipated to be on or about 28 May 2009. All responsible 8(a) business sources may submit a proposal which shall be considered by the agency. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.
