- Solicitation # 1052925 The Food and Drug Administration is seeking small businesses set aside that can provide offerors to submit quotes/proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-24. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 423410, is to notify contractors that the government intends to issue a Fixed Price Contract in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Background: The “complementary metal-oxide-semiconductor” (CMOS) camera system shall be able to acquire high speed, high resolution, fluorescence images from cardiac tissue stained with a variety of fluorescence markers. The system shall include the CMOS camera as well as all necessary components to run the camera and acquire data to a controller PC. It is expected that a controller PC with the camera control hardware and acquisition software installed, as well as necessary cables shall be part of the system. System Requirements: The FDA requires a CMOS sensor which must contain at least 10,000 elements. They system shall be capable of acquiring 10,000 frames per second at full resolution with at least 14 bits without loss of data. The well-depth of each sensor must be at least 100,000,000 photo-electrons. The CMOS system shall allow both software and hardware triggering of the initiation of data capture. The system shall also allow for triggering capabilities to terminate a free-running data capture episode. The system must allow for continuous data acquisition to memory at 10,000 frames per second at full resolution for a minimum of 3 seconds. This corresponds to a minimum of 1 gigabyte of data memory. The system must provide an output signal (preferably TTL) signifying each frame acquisition. The system must have been shown to acquire fluorescence signals at 10,000 frames per second from excitable cardiac tissue stained with the voltage-sensitive dye di-4-ANEPPS or di-8-ANEPPS. Description: High-speed, large well size, CMOS camera system (at least 10,000 pixels that can be run at speeds up to 10 KHz full frame). The system should also be able to run at 1, 2, and 5kHz full frame. The system should include all hardware and software to record fluorescence signals and save them to a PC harddisk. QTY 1 Delivery: Time must be stated in the quote. Warranty: Warranty must be of the product explicitly stated. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
